DEPARTMENTAL RECOMMENDATION:
The Department of Information Technology (DoIT) recommends that the Board of Supervisors:
1. Approve a three-year contract with WorldPay, LLC for the period of April 14, 2026, to April 13, 2029, to provide payment processing services for Solano County; and
2. Authorize the County Administrator to execute the agreement and any amendments, with County Counsel concurrence, that have no fiscal impact.
SUMMARY/DISCUSSION:
WorldPay provides payment processing services for Solano County, including online payment gateways, point-of-sale (POS) hardware, and mobile card readers. They support various payment methods such as credit and debit cards, digital wallets, and ACH transactions, and are used across various payment channels.
This contract enables the County to receive vital support, ongoing maintenance, and upgrades for its existing payment systems. It will also enhance our capacity to meet the demands of county departments and facilitate the consolidation of all payment platforms into a unified system.
Historically, all County payment systems have been provided by this vendor, originally named Metavante, then FIS, and now WorldPay, and managed through contracts overseen by the Tax Collector's Office. This long-standing relationship has provided continuity, institutional knowledge, and reliable service delivery across departments.
