DEPARTMENTAL RECOMMENDATION:
Supervisor Vasquez requests that the Board authorize the execution of a Right of Entry Agreement with the Solano Resource Conservation District for a habitat restoration project located on County property off Allison Drive, Vacaville, CA Solano APN: 0129-280-400.
SUMMARY/DISCUSSION:
Solano Resource Conservation District ("SRCD") has received a grant from the California State Wildlife Board to undertake certain habitat restoration projects. Supervisor Vasquez was approached by SRCD, inquiring about using County property off Alison Drive in Vacaville for such grant funded restoration (see map attached as Exhibit A). This property is deed restricted due to its proximity to the Nut Tree Airport, and therefore, has no foreseeable County use. It does require annual maintenance and mowing for fire protection purposes. Therefore, SRCD's restoration project would bring the opportunity for the creation of pollinator and butterfly habitat on this fallow land.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the Supervisor's District FY2024/25 Working Budget. Any minor County costs associated with granting access to the property for habitat restoration, including adjusting fencing or gate access are anticipated to be offset with cost savings achieved by reduced maintenance obligations.
ALTERNATIVES:
The Board could choose not to approve the use of the property for this purpose; however, this is not recommended since SRCD's grant furthers habitat restoration and would minimize the County's maintenance responsibilities to mow the property.
