DEPARTMENTAL RECOMMENDATION:

Supervisor James requests the Board adopt and present a resolution recognizing October 13, 2025, as the 250th birthday of the United States Navy.

SUMMARY/DISCUSSION:

On October 13, 1775, the Continental Congress established the United States Navy by authorizing its first two vessels to intercept British supply ships. From those beginnings, the Navy has grown into one of the world's most powerful and enduring maritime forces-safeguarding freedom of the seas, protecting national interests, and upholding the highest traditions of honor, courage, and commitment.

Solano County holds a distinguished place in this history as the home of Mare Island Naval Shipyard, the Navy's first permanent installation on the Pacific Coast. Founded in 1854, Mare Island became a vital hub of shipbuilding, innovation, and national defense until its closure in 1996. Over 142 years, it launched and repaired thousands of vessels-from submarines to aircraft carriers-and contributed to every major U.S. conflict from the Civil War through the Cold War. Beyond its military contributions, Mare Island helped shape Vallejo's economy, culture, and identity, with generations of workers, service members, and families connected to its operations.

Today, the Navy's legacy endures in Solano County through veterans' organizations, civic groups, and historical institutions that continue to honor and preserve its proud heritage.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the department's FY2025/26 Working Budget. The costs associated with preparation and purchase of the resolution materials are included in the Board's FY2025/26 Working Budget.
