HUMAN RESOURCES' RECOMMENDATION:

The Director of Human Resources recommends the Civil Service Commission (Commission) amend the classification specification of Human Resources (HR) Analyst (Entry).

SUMMARY:

The current HR Analyst (Entry) classification was updated on April 13, 2022, to remove the Bachelor's degree requirement and instead make the degree an option with qualifying experience to expand the applicant pool and provide County employees without the Bachelor's degree, but with relevant experience, an opportunity to promote. Since that time, the HR Analyst (Journey) and HR Analyst (Senior) classification specifications have been updated to also provide for an option of experience in lieu of education and to differentiate the knowledge and skills required for each classification to align with years of experience. The HR Analyst (Principal) classification specification was similarly updated to utilize a similar classification format and to differentiate the knowledge and skills required.

The HR Analyst (Entry) classification specification was then updated on October 11,2023 to update the skills and knowledge language and to align and differentiate this classification with the other series classifications.

The proposed changes will help in assessing a wider variety of applicant experience.

DISCUSSION:

The HR Analyst (Entry, Journey, Senior and Principal) positions are only allocated in the Department of Human Resources (Department) and are not represented by any bargaining group. Only the entry-level classification is covered under civil service. The incumbents perform professional level personnel work in the following areas, but not limited to: recruitment, selection, position classification, employee relations, labor relations, employee benefits, and leave administration, worker's compensation and/or reasonable accommodation.
