DEPARTMENTAL RECOMMENDATION:

Supervisor Williams recommends that the Board of Supervisors adopt and present a resolution recognizing June 19, 2025 as Juneteenth Day in Solano County and authorize displaying the Juneteenth Flag at the County Administrative Building.

SUMMARY/ DISCUSSION:

Juneteenth, sometimes referred to as Emancipation Day or Freedom Day, is a celebration of African American resilience, achievement and a preservation of those historical narratives that promoted racial and personal advancement since Freedom Day. Juneteenth celebrates the end of slavery, including on June 19, 1865 when approximately 2,000 Union troops arrived in Galveston Bay, Texas and announced that the more than 250,000 enslaved black people in the state, were free by executive decree. This was more than two and a half years after President Lincoln issued and signed the Emancipation Proclamation which freed more than 4 million enslaved people.

The day was first recognized as a federal holiday in 2021, when President Joe Biden signed the Juneteenth National Independence Day Act into law.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the Board's FY2024/25 Working Budget. The costs associated with the preparation and purchase of the resolution materials are included in the Board's FY2024/25 Working Budget.



ALTERNATIVES:

The Board could choose not to adopt this resolution, but that would not be recommended given the significance of what is being recognized and all that Juneteenth represents.

There is no other agency involvement.
