DEPARTMENTAL RECOMMENDATION:

Supervisor Jim Spering and Supervisor Monica Brown request that the Board approve the appointments of Steve Lessler and William G. Jerry Hayes to serve for 4 year terms on the Regional Measure 3 Independent Oversight Committee, representing Solano County.

SUMMARY/DISCUSSION:

On May 14, 2019, the Board of Supervisors established a subcommittee, with Supervisor Jim Spering and Supervisor Monica Brown selected as its members, to review the applications received for appointment to the Regional Measure 3 Oversight Committee as outlined in a letter from the Bay Area Toll Authority (BATA). BATA will establish the RM3 independent oversight committee by July 1, 2019.

After reviewing the applications, Supervisor Spering and Supervisor Brown recommend that Steve Lessler and William G. Jerry Hayes be appointed to the RM3 Oversight Committee to represent Solano County.

Steve Lessler is the owner of the Lessler Group and a former Fairfield city council member, who is well versed in Bay area and Solano County transportation issues and needs.

William G. Jerry Hayes served as the city council member (1992 - 1996) and mayor (1996 - 2000) of the City of Benicia as well as two terms as a board member of the Solano Transportation Authority.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the County Administrator's FY2018/19 Adopted Budget.

ALTERNATIVES:

The Board has the option to not to make an appointment to the RM3 Independent Oversight Committee, however this is not recommended as the appointment is an opportunity for Solano County to participate in the oversight of the revenues generated by the...
