DEPARTMENTAL RECOMMENDATION:

The General Services Department recommends that the Board of Supervisors:

1. Declare a Summit ARS49ML Accucold 49 cu. ft. medical refrigerator as surplus County personal property; and

2. Authorize the donation of the medical refrigerator to the Vacaville Fire Protection District, a public agency.

SUMMARY/DISCUSSION:

The General Services Department has identified a Summit ARS49ML Accucold 49 cu. ft. medical refrigerator that was declared surplus County personal property in accordance with California Government Code section 25504 and Solano County Code section 22-40. Multiple attempts have been made to sell the item through the County's surplus auction process since November 2025 without success.

The Vacaville Fire Protection District (District) has requested the equipment to support emergency response operations, specifically for the storage of temperature-sensitive items such as rehabilitation supplies and personnel provisions. The District's current refrigeration capacity is limited and not designed for consistent commercial or emergency-service use, creating operational and compliance challenges.

Donation of the surplus equipment would enhance the District's operational readiness, support firefighter health and safety, and ensure appropriate storage conditions during emergency incidents. It would also allow the County to avoid continued administrative costs associated with relisting and storage, while placing an otherwise asset into immediate public service.
