DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors authorize the Interim Director of Resource Management to execute a $92,000 contract change order to the Gordon H. Ball, Inc. contract for the Cherry Glen Culverts Replacement Projects.
SUMMARY/DISCUSSION:
The Cherry Glen Culverts Replacement Projects is replacing two failing culverts on Cherry Glen Road. The Board authorized the Department of Resource Management (DRM) to execute a $851,776 contract with Gordon H. Ball, Inc. as the lowest responsible bidder. One of the culverts is jointly owned with the City of Vacaville, and the Board previously authorized on May 7, 2019, a joint agreement ("Agreement") with the City to split the costs of replacement for the joint culvert.
After demolition of the old culverts, there was unanticipated excess water in the footing areas of the culvert replacements that slowed work progress and required establishment of dewatering controls and pumping. Reclaimed water was used onsite for soil moisture conditioning and site dust control. Costs are being tracked by inspection staff for the extra work, which is nearing completion. Without the Board's authorization, the contract change order amount would exhaust the Department's contract authority for any other extra work on the project.
Authorizing execution of the contract change order will expand the Department's contract authority, provide full payment for the extra work to the contractor, and allow the Department/contractor to complete the project work.
