DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors adopt a resolution certifying the maintained mileage of Solano County roads as 576.494 miles as of December 31, 2024.
SUMMARY:
California Streets and Highways Code ?2121 requires the County certify the mileage of Solano County maintained roads each year. Adoption of the attached resolution (Attachment A) will certify that the County's maintained road mileage in 2024 was 576.494 miles, which increases miles by 0.378 from 2023. A complete road list with individual maintained mileages for 2024 is also provided (Attachment B).
FINANCIAL IMPACT:
Revenues received by the Road Fund are partially based on the maintained mileage of County roads. The addition of 0.378 miles will slightly increase the amount of Gas Tax revenues the Road Fund receives. The costs associated with preparing the agenda item are nominal and absorbed by the Department's FY2024/25 Working Budget.
DISCUSSION:
Beach Drive is the primary access road to the Coast Guard Station in the City of Rio Vista and to Sandy Beach Park in unincorporated Solano County. Some underground utility improvement work serving Sandy Beach Park identified that a 0.378 mile portion of Beach Drive, along the frontage of the Coast Guard Station, was jurisdictionally a public roadway easement in unincorporated Solano County but had not been accepted into the maintained mileage record. Adoption of the resolution will add the 0.378 miles of Beach Drive to Solano County's maintained mileage to be maintained by the Road Fund.
The Department will submit the mileage certified by the Board to Caltrans for future reporting.
ALTERNATIVES:
The Board could choose not to adopt the resolution. ...
