DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services Behavioral Health Division recommends that the Board of Supervisors adopt a resolution redesignating David Grant Medical Center as a California Welfare and Institutions Code (WIC) Sections 5150 and 5404 involuntary detention facility for evaluation and treatment of adults who are experiencing acute psychiatric symptoms.
SUMMARY:
David Grant Medical Center (DGMC) at Travis Air Force Base in Fairfield, California, has been a designated involuntary detention facility for over a decade. The Board approved the last designation November 1, 2022 and redesignations are required every 3-years.
Clients admitted to DGMC may be held on a WIC Sections 5150 and 5404 hold, based on assessment at a local Emergency Department or the Crisis Stabilization Unit. As a locked psychiatric inpatient facility, DGMC must be designated a WIC Section 5150 and 5404 involuntary detention facility and authorized to perform evaluation and treatment for adults. The Department of Health and Social Services, Behavioral Health Division has worked closely with DGMC in meeting the requirements for WIC 5150 and 5404 designations. Additionally, Solano County Behavioral Health has contracted with DGMC's psychiatric facility to ensure that patients' rights, services, and information are shared with individuals under their care, including the right to contact the Advocate and the Office of Patients' Rights pursuant to WIC Sections 5520(d), 9 CCR 863.2(a)(1) and (a)(2).
