DEPARTMENTAL RECOMMENDATION:

The Department of Resource Management recommends that the Board of Supervisors:

1. Authorize the Director of Resource Management to solicit, award, and execute contracts totaling up to $6,500,000 for construction, engineering, and environmental services identified in the 5-Year Public Works Capital Improvement Plan; and

2. Authorize the Director to execute related contract amendments within approved budget appropriations; and

3. Authorize the County Administrator to execute a construction agreement with the Federal Bureau of Reclamation and the Federal Highway Administration for the Lake Solano Pavement Rehabilitation Project.

SUMMARY:

On November 4, 2025, the Board adopted the 5-Year Public Works Capital Improvement Plan (CIP), which identifies projects planned over the next five years. To maintain project delivery schedules and meet funding deadlines, the Department of Resource Management (Department) requests authorization to solicit, award, and to execute construction, engineering and environmental services contracts totaling up to $6,500,000.

The Department anticipates soliciting separate contracts for the following projects:

Construction Contracts (up to $6,000,000)
1. Gibson Canyon Road Improvement Project
2. HSIP 11 Safety Improvement Contract
3. On-Call Tree Removal Contract
