DEPARTMENTAL RECOMMENDATION:
 
The Department of Resource Management recommends that the Board of Supervisors:
1.      Approve a first amendment to the contract with Bureau Veritas for Construction Inspection Services and BVnet hosting of an online plan review program for the additional wind turbine generators of the Shiloh Wind Plant Project for $97,084 with a term expiring on March 31, 2013;
2.      Authorize the County Administrator to sign the amendment and any future amendments; and
3.      Approve an Appropriation Transfer Request to increase unanticipated "Other Professional Services" revenue of $97,084 to offset an increase in Resource Management's budget for Contracted Services (4/5 vote required)
 
SUMMARY/DISCUSSION:
 
The Department of Resource Management requests that the Board authorize the County Administrator to sign the amendment and any future amendments for the professional services agreement for Construction Inspection Services and BVnet hosting of an online plan review program for the additional wind turbine generators of the Shiloh Wind Plant Project. The Department is also requesting authorization to increase the appropriation for Contracted Services for $97,084 with an offsetting increase in Other Professional Services revenue.  
 
enXco is installing 50 additional wind turbine generators at their Shiloh facility located adjacent to Highway 12. enXco is proposing to move at an aggressive construction pace to take advantage of current federal funding. The project will be plan reviewed and inspected by County building staff, but due to the fast-paced construction time line, County staff will need the continued assistance of Bureau Veritas (BV) to keep the project on schedule.
 
Bureau Veritas will be providing one field inspector to assist the county inspector with the first part of the construction project while foundations are being placed. The contract inspector will begin on May 1, 2012 and will be completed with foundation inspections by June 30, 2012. Bureau Veritas is also hosting their online plan review program for the use by Solano County plan review staff to review plans electronically. The online review will be completed March 31, 2013.
 
FINANCIAL IMPACT:
 
There will be no Net County Cost to this contract. The Bureau Veritas amended contract for $97,084 is paid by the applicant, enXco, resulting in no impact to the General Fund.
 
ALTERNATIVES:
 
The Board of Supervisors could choose to not approve the amendment to the contract of the existing professional services agreement and direct staff to perform the work. This option is not recommended due to the aggressive construction schedule by the applicant enXco and the limited capacity by the Building Division to keep up with such a timeline.
 
OTHER AGENCY INVOLVEMENT:
 
County Counsel and the County Administrator have reviewed this item and concur with the recommendation.
