DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends the Board of Supervisors:
1. Approve a construction contract for $773,650 with Z Squared Construction, Inc. of El Dorado Hills for the Rio Vista Veterans Memorial Hall Improvement Project; and
2. Authorize the County Administrator or designee to execute the contract and any amendments within the approved project budget.
SUMMARY:
The Department of General Services is recommending that the Board of Supervisors approve a construction contract with Z Squared Construction, Inc. of El Dorado Hills for $773,650 (Attachment A) as the lowest responsible bidder for the Rio Vista Veterans Memorial Hall Improvement Project (Project).
FINANCIAL IMPACT:
The total approved budget for the Project is $1,328,000 (Budget Unit 1728). The Project is financed from the Capital Renewal Fund in the amount of $1,000,000 and the Accumulated Capital Outlay Fund in the amount of $328,000.
DISCUSSION:
The Project consists of remodeling the kitchen and restroom, upgrading electrical equipment and plumbing, replacing heating and air conditioning systems, resurfacing the parking lot, and providing site and building accessibility improvements. In addition, the Project includes exterior building painting, roof recoating, new signage, and a new fire alarm system. The Project was advertised as required by Public Contract Code and seven bids were received (Attachment B). Z Squared Construction, Inc. was determined to be the lowest responsible bidder. The Department of General Services is recommending that the Board of Supervisors approve a contract for $773,650 with Z Squared Construction, Inc. to construct the Project.
ALTERNATIVES:
1. The Board could reject the bids. This action is not recommended since it would terminate the Project.
2. The Board could choose to re-bid the Project. This action is not recommended since the bid process was conducted in conformance with the Public Contract Code. Re-bidding the Project would increase the overall project costs and delay construction of needed improvements.
OTHER AGENCY INVOLVEMENT:
County Counsel provided legal guidance and approved the construction contract as to form. The Department of Resource Management Environmental Health Services Division and Building & Safety Services Division reviewed and approved the Project plans.
