DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends the Board of Supervisors:

 

1.                     Approve an agreement for $121,041 with AAA Concrete Construction of Suisun City for the Belden’s Landing Fishing and Boat Safety Improvements Project; and

 

2.                     Approve an Appropriations Transfer Request of $141,145 from Resource Management Parks & Recreation (BU 7005) to the Accumulated Capital Outlay Fund (BU 1795) to fund the project (4/5 vote required); and

 

3.                     Authorize the County Administrator or designee to execute the agreement and any amendments within the approved project budget.

 

SUMMARY:

 

The Department of General Services is recommending that the Board of Supervisors approve an agreement with AAA Concrete Construction of Suisun City for $121,041 (Attachment A) as the lowest responsible bidder for the Belden’s Landing Fishing and Boat Safety Improvements Project (Project).

 

FINANCIAL IMPACT:

 

The total approved budget for the Project is $141,145, currently budgeted in Resource Management Parks & Recreation Budget Unit 7005. Project funding includes $93,487 from  National Fish and Wildlife Foundation grant and $47,658 from the Resource Management Parks & Recreation operating budget. Staff is requesting the transfer of appropriations from BU 7005 to the Accumulated Capital Outlay fund (BU 1795) to fund the Project. Requests for grant reimbursements for project expenditures up to the grant award amount will be submitted by Resource Management Parks and Recreation Division to the National Fish and Wildlife Foundation.

 

DISCUSSION:

 

The Project consists of installing three shade structures and upgrading existing accessible parking areas. The Board of Supervisors previously authorized the Resource Management Department to submit an application to the National Fish and Wildlife Foundation (NFWF) to fund improvements at the Belden’s Landing Water Access Facility and execute any grant award agreement and any amendments on August 28, 2012.  The NFWF awarded the grant to the County in May 2013.

 

The Project was advertised as required by Public Contract Code and four bids were received (Attachment B). AAA Concrete Construction was determined to be the lowest responsible bidder. The Department of General Services is recommending that the Board of Supervisors approve an agreement in the amount of $121,041 with AAA Concrete Construction to construct the Project.

 

ALTERNATIVES:

 

1.                     The Board could reject the bids.  This action is not recommended since it would terminate the Project and result in a loss of the NFWF grant funding.

 

2.                     The Board could choose not to approve the transfer of funds.  This action is not recommended since this is a capital improvement project that will be managed by the Department of General Services and capital projects reside within the Accumulated Capital Outlay fund to help ensure proper oversight and cost accounting.

 

3.                     The Board could choose to postpone or re-bid the Project.  This action is not recommended since the bid process was conducted in conformance with the Public Contract Code.  Re-bidding the Project would increase the overall project costs and delay construction of needed improvements.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel provided legal guidance and approved the construction agreement as to form.  The Department of Resource Management Building & Safety Services Division and Parks and Recreation Division reviewed and approved the Project plans.
