DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board approve a new contract with Human Impact Partners in the amount of $94,876 from March 1, 2017 through August 31, 2017 funded through Public Health to provide evaluation and community engagement consultation and technical assistance to advance chronic disease prevention initiatives; and Authorize the County Administrator to execute the contract and any subsequent amendments that remain within budgeted appropriations.

 

SUMMARY:

 

H&SS’s Solano Public Health is proposing a new contract with Human Impact Partners (HIP) as part of efforts to improve the health and well-being of Solano County residents. The new contract with HIP in the amount $94,876 from March 1, 2017 through August 31, 2017 will include a variety of activities related to improving and impacting the work to prevent and address chronic diseases in Solano County.

 

FINANCIAL IMPACT:

 

The total funding of $94,876 for the proposed new contract is from the Centers for Disease Control and Prevention ($69,887) and California Department of Public Health ($24,989).

 

DISCUSSION:

 

This contract supports H&SS’s Solano Public Health’s vision of Healthy People-Healthy Community. HIP has had long-standing relationship with Solano Public Health and collaborative community efforts to improve health outcomes for Solano residents. The new contract with HIP in the amount of $94,876 from March 1, 2017 through August 31, 2017 will include: key informant interviews with participants of Solano Public Health’s Chronic Disease Self-Management Program, Diabetes Prevention Program, and Kick the Butts to improve program delivery; assess opportunities for policy changes aimed at reducing chronic disease within the community; assist with organizing two conferences; and provide technical assistance and training about health equity issues and community engagement. H&SS’s Solano Public Health worked with HIP last year to perform similar work.

 

ALTERNATIVES:

 

The Board may choose not to approve the contract. This is not recommended because it would prevent H&SS’s Solano Public Health from expanding media outreach to promote the prevention and early intervention of chronic diseases.

 

OTHER AGENCY INVOLVEMENT:

 

H&SS worked with the County Administrator’s Office and County Counsel to develop the contract.
