DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board approve two new contracts with Fairfield Suisun Unified School District in the amount of $74,000 and Vacaville Unified School District in the amount of $59,000 from March 1, 2017 through June 30, 2018 funded through Public Health to coordinate the installation of eighteen (18) water filling stations within each school district (36 total), promote healthier lunch options, and conduct comprehensive school physical activity training with teachers and administrators within both school districts; and Authorize the County Administrator to execute the contracts and any subsequent amendments that remain within budgeted appropriations.

 

SUMMARY:

 

H&SS’s Solano Public Health is proposing two new contracts as part of efforts to improve the health and well-being of Solano County residents. The two contracts include:

 

                     Fairfield Suisun Unified School District (FUSD): the new contract with FUSD in the amount of $74,000 from March 1, 2017 to June 30, 2018 will improve the school health environment by installing 18 water filling stations, implementing lunchroom strategies and providing school physical activity training to teachers and administrators.

                     Vacaville Unified School District (VUSD): the new contract with FUSD in the amount of $59,000 from March 1, 2017 to June 30, 2018 will improve the school health environment by installing 18 water filling stations, implementing lunchroom strategies and providing school physical activity training to teachers and administrators.

 

FINANCIAL IMPACT:

 

The total funding of $133,000 for the proposed contract amendments and new contracts is funded by California Department of Public Health Prevention First Grant ($20,000), Kaiser Permanente ($20,000), and Public Health Realignment ($93,000) funds. There are no County General funds associated with these contracts.

 

DISCUSSION:

 

These new contracts support H&SS’s Solano Public Health’s vision of Healthy People-Healthy Community. Fairfield Suisun Unified School District and Vacaville Unified School District contractors have a long-standing working relationship with Solano Public Health to improve health outcomes for Solano County residents, including students within their school districts.

 

 

H&SS’s Solano Public Health is proposing to fund two school districts for this project:

 

                     Fairfield Suisun Unified School District (FUSD): the new contract with FUSD will improve the school health environment by installing 18 water filling stations, provide education about healthy beverages, implementing smarter lunchroom movement strategies and increasing in physical activity opportunities with FSUSD students by providing school physical activity training to teachers and administrators. This new project is funded by Kaiser Permanente, California Department of Public Health’s Prevention First Grant and Public Health Realignment funds.

                     Vacaville Unified School District (VUSD): the new contract with FUSD will improve the school health environment by installing 18 water filling stations, provide education about healthy beverages, implementing smarter lunchroom movement strategies and increasing in physical activity opportunities with FSUSD students by providing school physical activity training to teachers and administrators. This new project is funded by Kaiser Permanente, California Department of Public Health Prevention’s First Grant and Public Health Realignment funds.

 

H&SS’s Solano Public Health also has contracts in place to fund Vallejo City Unified School District (VCUSD). VCUSD has installed 24 water stations throughout the district. Next year, the Nutrition Services Bureau in Solano Public Health will work with an additional school district in Solano County to install more water stations.

 

Both contracts support H&SS’s Solano Public Health efforts to improve the quality of life for Solano County residents where they live, work, and play.

 

ALTERNATIVES:

 

The Board may choose not to approve the new contracts. This is not recommended because it would prevent H&SS’s Solano Public Health from implementing healthy activities within two Solano County school districts.

 

OTHER AGENCY INVOLVEMENT:

 

H&SS worked with the County Administrator’s Office and County Counsel to develop the contract amendments. Also, H&SS’s Solano Public Health worked with the Fairfield and Vacaville School Districts.
