DEPARTMENTAL RECOMMENDATION:
It is recommended that the Board of Supervisors receive a presentation from Alex Spelman, of SICPA to present an overview of track and trace regulations for tracking cannabis under AUMA and MCRSA including a review of a pilot program with the County of Humboldt’s Agricultural Commissioner’s office and now being implemented with the Yolo County Agricultural Commissioner’s office.
SUMMARY/DISCUSSION:
As part of researching possible regulatory options for commercial cannabis, the County has arranged for presentations on a variety of topics relevant to the discussion. This presentation is focused on track and trace requirements under the current cannabis regulations and how they might be implemented. In that context, SICPA has developed an electronic database for track and trace of cannabis. The database tracks the movement of cannabis through each phase of the supply chain. Identification such as a “stamp” or “tag” is placed on a plant at the nursery level and are scanned through each licensee such as the testing facility, manufacturing facility, distributor, transporter until the cannabis is sold to a patient. SICPA just completed a pilot track and trace program with Humboldt County and has just started a similar program with Yolo County’s Department of Agriculture. FINANCIAL IMPACT:
There is no cost to the presentation. There is an ongoing cost of evaluating and developing cannabis regulations which is factored into the Resource Management fiscal year 2016-2017 budgets.
ALTERNATIVES:
The Board could elect not to receive the presentation from Alex Spelman on the topic of track and trace databases and it’s impacts on aspects of potential cannabis regulations; however, this is not recommended since it is in the best interest of the County to gain insight and knowledge in regards to addressing the County’s roles, responsibilities and potential issues relative to responding to ongoing changes to the cannabis regulatory environment.
