DEPARTMENTAL RECOMMENDATION:
The Department of Information Technology recommends that the Board:
1. Approve a $73,674 revenue contract with the Superior Court of California, County of Solano, for the Department of Information Technology to provide information technology services from July 1, 2017 to June 30, 2018;
2. Authorize the County Administrator to execute the contract; and
3. Authorize the Chief Information Officer to execute any necessary contract amendments concerning terms and scope of services within the guidelines of the County’s contracting policies.
SUMMARY/DISCUSSION:
The Department of Information Technology (DoIT) will be providing the following information technology services to the Solano County Superior Court (Court):
• Application support services
• Data Center operations support and backup services
• Data Communications services
• Database Administration
The contract price for these services is based on historical workload trends in the Court’s use of the County IT infrastructure services. The $73,674 charge for services is a fixed price and will compensate DoIT for the services delineated in the contract scope of work. If the workload hours are exceeded, the Superior Court will be required to pay additional fees as may be negotiated through a formal change-order. The Chief Information Officer requests authorization to negotiate and approve any change orders for those additional services. The contract is included as Attachment A.
FINANCIAL IMPACT:
The County will be providing IT services and receiving revenue as a continuation of the current contract for countywide IT services. Pricing of these services to the Court is based on the same formulas used for internal charges to County departments.
The costs for delivering these services to the Court and the associated offsetting revenues of $73,674 are included in the Department’s FY2017/18 requested budget.
ALTERNATIVES:
The Board may choose not to approve this contract, however, that is not recommended. The Superior Court is not in a position to assume responsibility for certain elements of its IT infrastructure at this time and continuing with County IT support is the most efficient option.
OTHER AGENCY INVOLVEMENT:
County Counsel and the County Administrator’s Office have been involved in the contract review.
