DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve an agreement for $328,000 with CWS Construction Group, Inc. of Novato for the Vallejo Veterans Memorial Hall Improvement Project at the Vallejo Veterans Memorial Hall, 420 Admiral Callaghan Lane; and

 

2.                     Authorize the County Administrator or designee to execute the agreement and any amendments within the approved project budget.

 

SUMMARY:

 

The Department of General Services recommends that the Board of Supervisors approve an agreement with CWS Construction Group, Inc. of Novato for $328,000 (Attachment A) as the lowest responsible bidder for the Vallejo Veterans Memorial Hall Accessibility Improvement Project (Project).

 

FINANCIAL IMPACT:

 

The total approved budget for the Project is $450,000 (Budget Unit 1679). The project is funded from the Capital Renewal Reserve Fund for $300,000 and the Accumulated Capital Outlay Fund for $150,000.

 

DISCUSSION:

 

The Project consists of interior access improvements and includes remodeling existing restrooms, providing drinking fountains, upgrading the kitchen and providing an accessible ramp to the stage. The Project was advertised as required by Public Contract Code.  A total of two bids were received:  CWS Construction Group, Inc. of Novato for $328,000; and the other one from B Bros Construction, Inc. of San Leandro for $406,340. The Department of General Services recommends that the Board of Supervisors approve a contract for $328,000 with CWS Construction Group, Inc. of Novato, as the lowest responsible bidder, to construct the Project.

 

ALTERNATIVES:

 

1.                     The Board could reject the bids.  This action is not recommended since it would terminate the Project and result in a loss of the County’s investment in the Project.

 

2.                     The Board could choose to postpone or re-bid the Project.  This action is not recommended since the bid process was conducted in conformance with the Public Contract Code.  Re-bidding the Project could potentially increase the overall project costs and delay implementation.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel provided legal guidance and approved the construction contract as to form.  The Department of Resource Management Environmental Health Services and Building and Safety Services Division approved the plans for the Project.

 

CAO RECOMMENDATION:

 

APPROVE DEPARTMENTAL RECOMMENDATION
