DEPARTMENTAL RECOMMENDATION:

It is recommended that the Board of Supervisors:

1. Conduct a public hearing to consider a reduction in the number of Solano Cemetery District Board; and

2. Adopt a resolution decreasing the number of trustees from the current membership of seven to five.

SUMMARY:

The Board of Supervisors is authorized to change the number of members of a cemetery board upon a request by the board of trustees. The Solano Cemetery District has requested that the number of trustees on its Board be reduced from its current number of trustees of seven to five.

FINANCIAL IMPACT:

There is no direct cost associated with receiving the report.

DISCUSSION:

On October 1, 2007, the former Suisun-Fairfield Cemetery District and the Rockville Cemetery District were consolidated into the Suisun-Fairfield-Rockville Cemetery District, which later officially changed its name to the Solano Cemetery District. The initial number of members on the Board of Trustees was established at seven by the Local Agency Formation Commission at the time of consolidation. Since the consolidation, the District has had difficulty in recruiting and retaining seven members on its Board. On February 14, 2017, the Solano Cemetery Board of Trustees approved the attached resolution requesting that the Board of Supervisors decrease the number of trustees from seven to five.

Pursuant to Health & Safety Code section 9025, prior to changing the number of members on a cemetery board, the board of supervisors must conduct a public hearing during which it shall receive and consider any written or oral comments on the proposed change in composition.
