DEPARTMENTAL RECOMMENDATION:

The Department of Resource Management recommends that the Board of Supervisors:

1. Adopt a resolution accepting the dedication of 0.594 acres of property for road purposes on Lake Herman Road (Co. Rd. No. 1040); and

2. Authorize the Director of Resource Management to record the deeds necessary for Use Permit U-08-09 (Syar).

SUMMARY/DISCUSSION:

Use Permit, U-08-09, approved by the Planning Commission on December 4, 2014, permits Syar Industries to continue operation of its existing quarry facility. The site is located at 855 Lake Herman Road (Co. Rd. No. 1040), east of the City of Vallejo in unincorporated Solano County (see Attachment A - Vicinity Map). The conditions of approval for Use Permit U-08-09 requires the Applicant to make road improvements to Lake Herman Road, including shoulder widening and intersection improvements.

To construct these improvements within road right of way, the Applicant is required to dedicate property for road purposes along the northerly frontage of their property (see Attachment B - Plats). This dedication is in accordance with Chapter 26 of the Solano County Code. The dedication will be recorded by deed at the Solano County Recorder's Office after adoption of the resolution by the Board.

FINANCIAL IMPACT:

The dedication of property is offered by Syar Industries at no cost to the County. The Road Fund will cover the usual costs of road maintenance after the improvements are constructed by Syar Industries. There is no impact to the General Fund.
