DEPARTMENTAL RECOMMENDATION:

 

The Auditor-Controller’s Office (ACO) recommends the Board of Supervisors accept the review of PetData Inc.’s Compliance with Solano County Animal Care Services Contract for the period July 1, 2013 to June 30, 2016.

 

SUMMARY AND DISCUSSION:

 

In accordance with the Auditor-Controller’s FY2016/17 audit plan, the ACO reviewed the PetData Inc.’s (PetData) compliance with the Animal Care Services contract for the period of July 1, 2013 through June 30, 2016. The scope of the review focused on PetData’s compliance with contractual terms and conditions. The ACO selected certain contract terms and conditions considered critical components of the contract. 

 

PetData is a third-party contractor managing animal licensing for the County and the Cities. Among its responsibilities include processing dog license applications, providing customer service, providing veterinarians with supplies, mailing tags, maintaining a database, and communicating with Animal Control Officers, veterinarians, and citizens to help reunite lost pets with their owners.

 

The ACO determined PetData complied with 8 of the 9 terms and conditions tested. 

 

FINANCIAL IMPACT:

 

The acceptance of the report has no financial impact.

 

ALTERNATIVES:

 

The Board of Supervisors could elect not to accept the report.

 

This alternative is not consistent with sound public policy and is therefore not recommended.

 

OTHER AGENCY INVOLVEMENT:

 

The Sheriff’s Office has reviewed and accepted the report.
