DEPARTMENTAL RECOMMENDATION:

 

Staff recommends the Board adopt and present a resolution recognizing Robert Bloom for 21 years of service on the occasion of his retirement from the Workforce Development Board of Solano County.

 

SUMMARY:

 

Robert Bloom will be retiring after 21 years of dedicated service at the Workforce Development Board (WDB) of Solano County, a private, not-for-profit, federally funded organization that operates in partnership with Solano County and works to improve the nation’s workforce at the local level by making sure that job seekers and employers have access to the tools, training and recruitment platforms necessary to make mutually beneficial employment connections.  Mr. Bloom has been instrumental in providing oversight necessary to help the agency thrive and mature to the organization it is today.

 

FINANCIAL IMPACT:

 

The cost of providing the resolution is included in the Board of Supervisors' Administration budget.

 

DISCUSSION:

 

The Workforce Development Board (WDB) of Solano County is a private, not-for-profit, federally funded organization that operates in partnership with Solano County and works to improve the nation’s workforce at the local level by making sure that job seekers and employers have access to the tools, training and recruitment platforms necessary to make mutually beneficial employment connections.  Mr. Bloom retired on May 19, 2017 as the agency’s Executive Director. During his tenure, he was instrumental in providing leadership and direction, overseeing federally funded job training and employment assistance programs.

 

Mr. Bloom has spent the better part of the past two decades dedicating his career to ensuring that both job seekers and potential employers have access to a menu of services, allowing them to connect with each other and grow. 

 

In support of the job seeker, because of Mr. Bloom’s efforts, the WDB has successfully linked hundreds of job seekers to potential employers by providing them with a myriad of services, including access to job fairs, individualized job placement and job search assistance, job readiness training and on the job training. 

 

Mr. Bloom also understands that owning and operating a business is difficult and acknowledges that locating, recruiting and retaining the right employees is a challenge faced by most employers.  In support of local employers, Mr. Bloom, on behalf of the WDB, helped create a menu of no-cost services, including assistance with employee recruitment job fairs, funding for hiring and on-the-job training, including access to local resources including conference rooms and office space to interview and test job applicants.

 

As a well-connected member of the Solano community, Mr. Bloom has been instrumental in the development and implementation of numerous innovative programs and services for under-represented populations, including military veterans, ex-offenders and recipients of public assistance - creating new means to help job seekers engage businesses in a demand-driven system, thus better serving their unique and specific needs.

 

ALTERNATIVES:

 

The Board may choose not to adopt a resolution recognizing Robert Bloom for his 21 years of service as the Executive Director of the Workforce Development Board of Solano County; however this is not recommended as it is an opportunity to recognize Robert Bloom for his dedication and contributions to Solano County.
