DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends the Board approve the appointment of Richard John Barry, M.D. to the Alcohol and Drug Advisory Board (ADAB) for a three year term to expire July 25, 2020.
SUMMARY/DISCUSSION:
The Alcohol and Drug Advisory Board (ADAB) is comprised of individuals from diverse disciplines representing a cross section of Solano County. The ADAB ensures that community needs are met with regard to substance abuse related issues through prevention, early intervention, treatment, and ongoing recovery. The ADAB reviews, evaluates and participates in planning processes, advises the Board of Supervisors, and encourages public understanding of alcohol and other drug issues, thereby ensuring the most effective use of County prevention and treatment funds.
The ADAB by-laws allow for nine members, one of which is a Member-at-Large. Currently, there are six members on the ADAB. The Alcohol and Drug Advisory Board has reviewed and recommended the application to serve on ADAB received from Dr. Richard Barry and recommends his appointment as the Member-at-Large representative.
Dr. Barry, a retired U.S. Air Force surgeon, is the author of 23 scholarly publications and is a licensed physician in California. Dr. Barry brings to the ADAB an interest in the area of opiate use and abuse and prescription drug addiction.
FINANCIAL IMPACT:
The Department of Health and Social Services provides staff support to the ADAB. There is no additional fiscal impact to the County General Fund in approving this appointment to ADAB.
