DEPARTMENTAL RECOMMENDATION:
It is recommended that the Board of Supervisors approve the Board of Supervisor's response to the 2016/2017 Grand Jury Report of June 12, 2017 - "Solano Family Justice Center"
SUMMARY:
On June 12, 2017, the Solano County Grand Jury issued a report entitled "Solano Family Justice Center (SFJC)". The Grand Jury tasked itself with a review of the SFJC to assess the level of effectiveness and its accomplishments. Managed by the Solano County District Attorney's Office, the SJFC was originally created to be a central location referred to as a "one-stop-shop" where law enforcement and partner agencies work together to support victims of domestic violence. The Grand Jury report asserts the SFJC, at this time, does not meet expectations as described in the original initiative. The report also calls for the SFJC to examine and address its current environment and layout, community partnerships, programming, budget and sustainability over time.
According to the report, in order to gain an understanding of the environment, partnerships, programming, budget and sustainability, the Grand Jury researched and reviewed the California Penal Code, California Assembly Bill 1623, a series of SFJC white papers, local newspaper articles, feasibility studies, operation manuals and the Office of Family Violence Prevention (OFVP) website. The Grand Jury also interviewed current and former OFVP employees, District Attorney employees, members of the Solano County Board of Supervisors, members of the Solano County Family Justice Center Foundation, community partner agencies, local police chiefs and employees and Solano County Sheriff employees.
