DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board approve a second contract amendment with Vallejo City Unified School District for $75,643, for a total contract amount of $626,463, to increase activities related to providing nutrition education, physical activity and gardening classes/events for students and parents, and increase outcome and evaluation efforts for the current period through September 30, 2019; and Authorize the County Administrator to execute the amendment.

 

SUMMARY:

 

California Department of Public Health’s Nutritional Education and Obesity Prevention (NEOP) Program provides funds to Solano Public Health’s Nutrition Services Program to deliver nutrition education and obesity prevention activities in the community, including activities performed by Vallejo City Unified School District’s. NEOP also provides funds to local health jurisdictions across the state. In Fiscal Year 2015/16, a portion of NEOP funds were unspent by some communities and since Solano County spent at least 90% of its funds in FY 2015/16, we were invited to apply for and secure unspent NEOP funds for Solano County activities.  The funds were anticipated and are included in Public Health’s FY2017/18 budget.

 

To utilize these unspent NEOP funds, H&SS is requesting that the Board approve a second contract amendment with Vallejo City Unified School District in the amount of $75,643 for a total contract amount of $626,463 for the current period through September 30, 2019 to expand nutrition education classes/events for students and parents and outcome and evaluation efforts.

 

FINANCIAL IMPACT:

 

Funding for this second contract amendment with Vallejo City Unified School District is provided through additional federal funding for the Nutrition Education and Obesity program that is passed through the California Department of Public Health. The additional revenue was anticipated and is included in Public Health’s FY2017/18 budget. There are no County General funds associated with this contract.

 

DISCUSSION:

 

Earlier this year, the California Department of Public Health notified Local Health Jurisdictions that additional, unspent NEOP funding was available. Local Health Jurisdictions who had spent at least 90% of their NEOP funds in Federal Fiscal Year 2015/16 were eligible to apply for the roll-over funds. Solano County was such an agency and so applied for the roll-over funds for the current period through September 30, 2019.

 

This second contract amendment supports H&SS’s Solano Public Health’s vision of Healthy People-Healthy Community. Vallejo City Unified School District has a long-standing working relationship with Solano Public Health to improve health outcomes for Solano County residents, including Vallejo students.

 

NEOP works with schools in the Vallejo City Unified School District that have at least half of the students receiving free and reduced school lunch. This second amendment expands health education efforts in Vallejo schools, including nutrition education, physical education, cooking demonstrations, and gardening classes. Furthermore, more in-depth evaluation efforts of the nutrition education classes are included in the second amendment. Vallejo City Unified School District’s contract will include $52,024 in Federal Fiscal Year 2017/18 and $23,619 in Federal Fiscal Year 2018/19.

 

Solano Public Health also has contracts in place with Fairfield Suisun Unified School District and Vacaville Unified School District to perform similar activities within their school districts. Next year, the Nutrition Services Bureau in Solano Public Health will work with an additional school district in Solano County.

 

ALTERNATIVES:

 

The Board may choose not to approve the contract amendment with Vallejo City Unified School District. This is not recommended because it would prevent the school district from expanding healthy nutrition education to Vallejo students, as well as hinder outcome and evaluation efforts.

 

OTHER AGENCY INVOLVEMENT:

 

H&SS worked with the County Administrator’s Office and County Counsel to develop the contract amendment with Vallejo City Unified School District and secure the revised agreements with California Department of Public Health.
