DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board approve contracts with Community Medical Centers for $101,600 and La Clinica de La Raza for $55,900, funded with County General Fund, to provide health care services to the indigent population in the community health centers for the period of July 1, 2017 through December 31, 2017; and Authorize the County Administrator to execute the contracts.

 

SUMMARY:

 

On June 20, 2017, the Board approved 6 months of funding for Community Medical Centers, La Clinica de La Raza and Planned Parenthood, Shasta and Diablo for FY2017/18 to provide health care services to the indigent population in the community health centers.  H&SS requests that the Board approve the contracts with Community Medical Centers and La Clinica de La Raza in the amounts of $101,600 and $55,900 (respectively) for July 1, 2017 through December 31, 2017.

 

The contract with Planned Parenthood, Shasta and Diablo for FY2017/18 is $39,900 and has been submitted to the County Administrator under delegated authority. This contract will also be for the period of July 1, 2017 through December 31, 2017.

 

FINANCIAL IMPACT:

 

The contracts with the community health centers are funded with County General Funds. The total amount of funding for Non-County agencies’ indigent health care services is $197,450 for FY2017/18.

 

DISCUSSION:

 

Solano County has a long-standing record of providing support to the community health centers in Solano County, including Community Medical Centers, La Clinica de La Raza and Planned Parenthood, Shasta and Diablo, to provide health care services to the uninsured, indigent populations in Solano County.  In Fiscal Year 2016/17, with the support of Solano County, the community health centers provided health care services to at least 4,648 uninsured, indigent clients in Solano County.

 

With approval of the proposed contracts for FY2017/18 it is anticipated that the community health centers will serve at nearly 2,000 uninsured, indigent clients in Solano County. The contracts with Community Medical Centers, La Clinica de La Raza and Planned Parenthood, Shasta and Diablo are for 6 months terms from July 1, 2017 through December 31, 2017.

 

ALTERNATIVES:

 

The Board may choose not to approve the contracts with community health centers for indigent health care services. This is not recommended because these funds provide health care services to the uninsured population.

 

OTHER AGENCY INVOLVEMENT:

 

H&SS worked with the County Administrator’s Office and County Counsel to develop the contracts.
