DEPARTMENTAL RECOMMENDATION:

 

Authorize the County Administrator to execute a Funding Agreement in an amount not to exceed $175,000 with the City of Fairfield for the installation of a traffic signal at Fonstal Way and Clay Bank Road in Fairfield.

 

SUMMARY:

 

On July 17, 2017, the City of Fairfield entered into an agreement with a developer to construct roadway improvements at the intersection of Fonstal Way and Clay Bank Road in Fairfield.  These improvements will include installation of a traffic signal to improve public access and safety at the primary access road to the County’s Clay Bank campus, which includes the Clay Bank Detention Facility, Stanton Correctional Facility, and the Animal Care Shelter facilities.

 

The City Council approved the traffic signal funding agreement on August 15, 2017, which requires the City to pay for 75% of the traffic signal design and installation cost and the County to pay for 25% of the cost.  The City has estimated the cost to design and install the traffic signal to be approximately $500,000 to $600,000. 

 

FINANCIAL IMPACT:

 

Approval of the Funding Agreement will obligate the County to pay 25% of the design and construction costs for the traffic signal in an amount not to exceed $175,000.  Funding for the County share of cost is anticipated to be provided by the Accumulated Capital Outlay Contingency Fund. The Department of General Services will seek Board’s approval to increase appropriations during Midyear or Third Quarter for costs related to the agreement.

 

DISCUSSION:

 

In 2007, the County agreed to pay a share of cost for the installation of a traffic signal at Clay Bank Road and Fonstal Way in Fairfield. This intersection serves as the primary access point for the County’s Clay Bank campus, which includes the Clay Bank Detention Facility, Stanton Correctional Facility, and the Animal Care Shelter facilities.

 

The traffic signal installation was to have occurred with construction of the proposed Laurel Creek Plaza development at Clay Bank Road and Airbase Parkway. Construction of Laurel Creek Plaza has since been delayed indefinitely. Meanwhile, widening of Clay Bank Road to four lanes is underway. Constructing the traffic signal now will result in improved traffic flow for County staff and the public traveling to and from the Clay Bank campus.

 

Therefore, the City has agreed to install the traffic signal concurrently with the Clay Bank Road widening project, in order to mitigate adverse impacts to County operations. The Funding Agreement requires the City to pay for 75% of the design and construction costs for the traffic signal and the County to pay 25% of the cost, not to exceed $175,000.  The City has estimated the cost to design and install the traffic signal to be approximately $500,000 to $600,000.  Actual installation costs will be determined when the City awards the construction contract.

 

ALTERNATIVES:

 

The Board may choose not to authorize execution of the Funding Agreement. This is not recommended, as the Funding Agreement will provide for construction of a traffic signal to improve access and traffic flow at the County’s Clay Bank campus.

 

OTHER AGENCY INVOLVEMENT:

 

The City of Fairfield developed the Funding Agreement with input and review by County staff. County Counsel has reviewed and approved the Funding Agreement as to form.
