DEPARTMENTAL RECOMMENDATION:

 

The District Attorney (DA) recommends that the Board of Supervisors:

 

1)                     Adopt a resolution accepting a California Office of Emergency Services (CalOES) Unserved/Underserved Victim Advocacy and Outreach Program (XV) grant in the amount of $350,000 for the period of April 1, 2016 through March 31, 2018 on behalf of the District Attorney’s Office; and

 

2)                     Authorize the District Attorney to execute the CalOES XV grant agreement and any subsequent amendments that remain within budgeted appropriations.

 

SUMMARY/DISCUSSION:

 

On June 15, 2016, the Solano County District Attorney’s Office was awarded a $350,000 grant from California Office of Emergency Service (CalOES) XV Program to fund Unserved/Underserved Victim Advocacy and Outreach Program services. The grant award period is from April 1, 2016 through March 31, 2018.  The Board accepted the grant funds as part of the FY2016/17 budget process; however, CalOES is requesting the Board’s formal adoption of a resolution accepting this grant.

 

The purpose of the XV Program is to provide service delivery to victims of violent crime within unserved/underserved and socially isolated populations. The XV Program is designed to fund the awareness and to improve knowledge about accessing local services available to crime victims. The District Attorney received XV Program funding to launch an outreach and engagement plan to serve the Filipino victim population in Solano County. 

 

Victim Witness Assistants assigned to the XV program are currently managing 206 cases, with 21 new cases received since the XV Program start date.  Victim Witness Assistants assigned to the unit have also done 82 separate outreach presentations since the program start date, as well as conduct cultural sensitivity training to victim advocates.

 

FINANCIAL IMPACT:

 

There will be no financial impact to the County General Fund. The Board accepted grant funds as part of the FY2016/17 budget process and amended the List of Number and Classifications of positions within the District Attorney’s Office to add 2.0 FTE Victim Witness Assistants (Limited Term) with an expiration date of March 31, 2018.  XV Program grant funds unexpended during FY2016/17 were included in the Department’s FY2017/18 Budget, as the grant period concludes on March 31, 2018. The XV Program requirement of $87,500 (25%) cash match for the $350,000 2015 Victims of Crime Act (VOCA) funding is accomplished by allocating $87,500 of Vital Record Fee funds.

 

ALTERNATIVES:

 

The Board can choose not to approve this resolution. However, this will prevent Solano County from receiving funding for the CalOES XV Program and may affect the potential to receive future awards from this agency.

 

OTHER AGENCY INVOLVEMENT:

 

The County Administrator’s Office has reviewed and concurs with the departmental recommendation.
