DEPARTMENTAL RECOMMENDATION:

The Department of Resource Management recommends that the Board of Supervisors set a public hearing date of September 26, 2017 at 7:00 PM to consider an appeal by Valerie Dodini and Mary Browning of the Planning Commission's approval of Use Permit No. U-16-04 of Caymus Suisun Winery for the construction of a large winery and related uses, including tasting, retail sales, marketing and special events located at 4991 Suisun Valley Road.

SUMMARY:

On August 3, 2017, the Solano County Planning Commission conducted a public hearing to consider Use Permit No. U-16-04. After hearing and considering all comments regarding said application, the Planning Commission voted 4-1, granting approval of the use permit with modifications. On August 14, 2017, Solano County received an Appeal Request from Valerie Dodini and Mary Browning.

FINANCIAL IMPACT:

Costs associated with Minor Use Permit No. U-16-04 has been paid by the applicant, and the cost associated with filing an appeal of said permit to the Board has been paid by the appellant.

DISCUSSION:

Section 28.04 of the County Zoning Regulations requires a public notice to be mailed or delivered at least 15-days prior to the public hearing. Taking into account Board meeting availability, the 15-day public notice requirement, and staff resources to prepare a report, the Department recommends a date of September 26, 2016 at 7:00 PM for a public hearing to consider the appeal.
