DEPARTMENTAL RECOMMENDATION:

 

The Sheriff recommends that the Board of Supervisors adopt a resolution to accept and adopt the Solano County 2017 Emergency Operations Plan, superseding the 2012 Solano County Emergency Operations Plan.

 

SUMMARY

 

The Solano County Emergency Operations Plan (EOP) provides instruction as to how the County should respond to and recover from hazards and natural disasters. The 2017 EOP updates the previous 2012 EOP and complies with all mandates associated with Government Code 8607 including the Standardized Emergency Management System and the National Incident Management System.

 

FINANCIAL IMPACT:

 

Board action will have no impact on the County General Fund as the EOP covers response procedures and does not financially obligate the County.  The $22,273 project cost to complete the 2017 EOP was funded using 2015 Emergency Management Performance Grant funds.

 

DISCUSSION:

 

On October 6, 2015 the Board of Supervisors authorized the Solano County Office of Emergency Services to apply for 2015 Emergency Management Performance Grant from the California Governor’s Office of Emergency Services to update the County’s EOP. This grant was approved and grant funds were used to hire a consultant to facilitate the EOP update.  Upon completion, the original plan and the 11 annexes were updated.  The proposed EOP is available for review in electronic format (Attachment A), and a hard copy is on file with the Clerk of the Board.  

 

After Board approval, the 2017 EOP will be made available in electronic and hard copy.  It was designed as an electronic document and will be distributed on CD and USB drive in Adobe Acrobat PDF format. The EOP can be viewed with a standard web browser on a stand-alone PC or laptop computer. The EOP will also be provided in hard copy document format in the event that electronic access is unavailable. This dual distribution approach allows County employees increased access to the EOP which is intended to increase their familiarity with the plan and improve their knowledge of action in the event of an emergency. 

 

The EOP also contains appropriate reference materials: local, state and federal laws, and guidelines regarding emergency operations and planning, procedures, checklists, glossaries, etc.

 

Various departments in the County were consulted and information was gathered to ensure that the plan is relevant to Solano County.

 

The Office of Emergency Services will be hosting a series of trainings for County employees, including Department heads and staff designated to work in the Emergency Operations Center should the Center be activated.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to adopt the resolution and plan and leave the existing plan in effect.  This is not recommended as the 2017 plan incorporates updates to the hazard specific annexes including, but not limited to, earthquake and flood annexes, mass care and shelter annex and a route restoration/preservation annex, and the position specific checklists based on lessons learned and best practices, as well as the overall organization for ease of use.

 

OTHER AGENCY INVOLVEMENT:

 

A core planning team was established and other County departments and stakeholders participated in the review of the plan and annexes.
