DEPARTMENTAL RECOMMENDATION:

 

The Health & Social Services Department recommends that the Board of Supervisors adopt a resolution and a plaque of appreciation honoring Janetta F. Petit-Frere, Employment Resource Specialist II, who retired from Solano County with 21.5 years of distinguished service from January 30, 1996 to September 14, 2017 in the Health & Social Services Department’s Employment & Eligibility Division.

 

SUMMARY/DISCUSSION:

 

Janetta F. Petit-Frere retired from Solano County on September 14, 2017 after 21.5 years of service to Solano County’s Health & Social Services (H&SS) Department.  Ms. Petit-Frere started her career as an Administrative Services Clerk on January 30, 1996.  As an Administrative Services Clerk, she was responsible for administering the GAIN (Greater Avenues to Independence) Pre-Employment Preparation Program (PREP), where she was responsible for building worksites for participants on cash aid to gain work experience.  She later promoted to Eligibility Worker where, after training to provide benefits to eligible participants, she returned to the GAIN PREP activity as the Coordinator. She also provided back up to the Cal-Learn and Self-Initiated Programs, both for continued education to cash aid participants.   In October 1999, Ms. Petit-Frere’s job title changed from Eligibility Worker to Employment Resource Specialist when she was assigned to the Retention Unit.  In this capacity, her duties were to assist clients who had discontinued from cash aid due to employment and assess their needs in relation to maintaining or improving their employment. She also facilitated workshops with both the Solano County Office of Education and the Solano Employment Connection Office for CalWORKs participants.  In June 2003, “Safety Net” - Time on Aid cases were added to her job function. These cases included cash aid, Food Stamps and Medi-Cal. In September 2011, Ms. Petit-Frere’s was assigned to a pilot unit of Welfare to Work only cases. Her job function at this time was to assist CalWORKS participants obtain employment which would lead to self-sufficiency where services included referrals to community partners for clients to obtain additional skills, further education or to address barriers to employment.

 

Ms. Petit-Frere’s hard work supports the mission of H&SS to safeguard the physical, emotional, and social well-being of the people of Solano County by helping people who are vulnerable residents living in poverty. 

 

With dedication and a passion for service, Ms. Janetta Petit-Frere earned the respect and admiration of her peers and her extensive knowledge of Social Services Programs will be greatly missed by the Division.

 

FINANCIAL IMPACT:

 

The cost of providing this resolution and plaque of appreciation is included in the County’s FY2017/18 approved Budget.  There is no additional impact to the General Fund.

 

ALTERNATIVES:

 

The Board could choose to not adopt this resolution and plaque of appreciation; however, this is not recommended as this is an opportunity to recognize Janetta Petit-Frere’s dedication and contributions to the County.

 

OTHER AGENCY INVOLVEMENT:

 

There is no other agency involvement.

APPROVE DEPARTMENTAL RECOMMENDATION
