DEPARTMENTAL RECOMMENDATION:

 

First 5 Solano recommends that the Board of Supervisors approve the following contract amendments:

 

A $28,000 first contract amendment with Solano County Office of Education modifying the total contract amount from $514,061 to $542,061 for a term ending June 30, 2018, to perform additional trainings to support the quality early care and education IMPACT initiative.

 

A $120,000 third contract amendment with Solano Family and Children’s Services modifying the total contract amount from $450,833 to $530,833 for a term ending June 30, 2018, to provide additional outreach and referral services via Help Me Grow Solano.

 

In addition, First 5 Solano recommends the Board of Supervisors authorize the County Administrator to execute both agreements.

 

SUMMARY/DISCUSSION:

 

First 5 Solano is in the middle of a two-year funding cycle based on the Commission’s 2016-2018 Program Investment Plan. The two contract amendments before the Board are based on additional funding to support current efforts in which the Commission is already engaged.

 

Solano County Office of Education (SCOE): First 5 Solano partners with SCOE to implement the Improve and Maximize Programs so All Children Thrive (IMPACT) program, primarily funded by First 5 California, to increase the quality of early care and education sites throughout Solano County. This program is implemented in conjunction with funding from the California Department of Education (CDE), including the Quality Rating and Improvement System (QRIS) Block Grant and Infant/Toddler Block Grant.

 

In addition to funding Solano’s local IMPACT program, First 5 California funds regional Technical Assistance and Training Hubs (Hubs) with the goal of creating regional efficiencies around training, technical assistance, and data collection. First 5 California has made available additional funds to conduct trainings and provide access to a database to track program progress. SCOE, the IMPACT implementing agency, manages these activities for Solano; therefore, $28,000 and associated activities are recommended to be added to the current IMPACT contract to support local training and data collection services with the full cost reimbursable by the Hub through an existing Memorandum of Understanding (MOU). The additional funds are already included in the Commission’s FY2017/18 approved budget.

 

Solano Family and Children’s Services: In its 2016-2018 Program Investment Plan, the First 5 Solano Commission allocated $120,000 annually toward the Help Me Grow Solano (HMG) program. In FY2016/17, HMG transitioned to Solano Family and Children’s Services (SFCS) which has a contract for the program through June 30, 2018. Since then, discussions have taken place with Health & Social Services (H&SS), Behavioral Health, Mental Health Services Act (MHSA) staff who have agreed to allocate, via an existing Memorandum of Understanding (MOU) with First 5 for MHSA Prevention and Early Intervention funds, $80,000 in FY2017/18 toward HMG to strengthen the program, including additional community and provider outreach. The additional funds are already included in the Commission’s FY2017/18 approved budget as part of the existing MOU with H&SS MHSA.

 

FINANCIAL IMPACT:

 

The additional $28,000 funding for the SCOE contract is fully reimbursable by First 5 California via the Hub MOU. The additional $80,000 for the SFCS contract is MHSA funding utilizing the existing H&SS/First 5 MOU. Funding for these amendments has been approved by the First 5 Solano Commission and is included on the FY2017/18 Approved Budget. There is no impact the County General Fund.

 

ALTERNATIVES:

The Board could request clarification of any contract or remand any contract back to the Department for revision.  This is not recommended because this will result in a delay of services.

 

OTHER AGENCY INVOLVEMENT:

 

There is no other agency involvement.
