DEPARTMENTAL RECOMMENDATION:

 

The Sheriff recommends that the Board of Supervisors adopt a resolution to accept and adopt the Solano County 2017 Flood Safety Plans consisting of Emergency Response Plans and Maps for the levee maintaining agencies in the legal Delta.

 

SUMMARY:

 

The Solano County Flood Safety Plans consist of Emergency Response Plans and Maps to be utilized for emergency flood response and evacuation planning and evacuation routes for the 12 levee maintaining agencies (LMAs) in the legal Delta of the Solano County Operational Area.  The plans provide the tools needed for the County and LMAs to better prepare and respond to flood emergencies and to keep the public safe. 

 

Over the last two years, Solano County Sheriff’s Office of Emergency Services (OES) and consultant Kjeldsen, Sinnock and Neudeck, Inc. (KSN), have worked with the LMAs in the legal Delta to complete the Flood Safety Plans as a collaborative effort. The final deliverable outlined in the grant agreement with the California Department of Water Resources is the approval and adoption of the plans by the Solano County Board of Supervisors.  The proposed plans are available for review in electronic format (Attachment B) and a hardcopy is on file with the Clerk of the Board.

 

FINANCIAL IMPACT:

 

Board action will have no impact on the County General Fund as the Flood Safety Plans do not financially obligate the County. The $374,600 project cost to complete the 2017 Flood Safety Plans was funded using California Department of Water Resources, Flood Emergency Response Project Delta Grant funds.

 

DISCUSSION:

 

On December 2, 2014 the Board of Supervisors authorized the Solano County Office of Emergency Services (OES) to enter into an agreement with the California Department of Water Resources, to receive the Flood Emergency Response Project - Delta Grant to assist with financing the Flood Safety Plans Project consisting of Emergency Response Plans and Maps pursuant to Proposition 1E, the disaster Preparedness and Flood Protection Bond Act of 2006, Public Resource Code Section 2096.821.

 

Using funds from the Delta Grant, Solano County developed the local Flood Safety Plans for the 12 LMAs and created evacuation routes and maps for the residents and businesses within the legal Delta areas of Solano County.  The plans also address the mutual aid assets available to respond to a flood event and include plan elements as required by the Water Code 9650.  Grant funds were also used for training and exercises on the Incident Command System (ICS). Legal Delta LMAs include Reclamation Districts 501, 536, 999, 1607, 1667, 2060, 2068, 2084, 2093, 2098, 2104, and Collinsville Levee District.

 

Solano County's Emergency Operations Plan (EOP) and Multi-Hazard Mitigation Plans (MHMP) were completed in 2012 and were utilized in the development of the 2017 Flood Safety Plans. The MHMP contains extensive flood planning information and historical data on flood conditions throughout the entire County. The Flood Safety Plans coordinated with the County EOP to ensure comprehensive preparations for flood emergencies and de-conflicted evacuation plans.

 

While the Delta Region in Solano County is relatively small compared to neighboring Counties, it is critical that Solano County OES coordinate evacuation plans with its neighbors in order to facilitate the flow of traffic and supplies both into and out of the affected areas in order to fight the flood and minimize damages. Currently, there are no coordinated evacuation plans or route maps for the Delta Region of Solano County.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to adopt the resolution and reject the 2017 Flood Safety Plans; however, this is not recommended as the Flood Safety Plans outline emergency response organization for the LMAs and coordinates emergency procedures and evacuation routes.  Moreover, the Flood Safety Plans include response and evacuation operations specific to the Delta region that are not a part of the County’s overall Emergency Operations Plan.

 

OTHER AGENCY INVOLVEMENT:

 

A core planning team was established and other County departments and stakeholders participated in the review of the plan and annexes.
