DEPARTMENTAL RECOMMENDATION:

 

Supervisor Jim Spering requests that the Board of Supervisors approve the appointment of John W. (Bill) Seiden to the Airport Land Use Commission, representing District 3, to fill the vacant term set to expire on May 4, 2020.

 

SUMMARY/DISCUSSION:

 

Bill Seiden has been a pilot for most of his life, starting his aviation career as a pilot in the US Army in the late 60’s; serving a few years as Chief Pilot and Federal Aviation Administration Examiner for Bridgeford Flying Service, Napa; and then serving 30 years as an American Airlines pilot and captain.  His many years of aviation expertise in agriculture, flight training, military and commercial airline operations make him eminently qualified to serve on this commission.

 

This is an “at large” position so the candidate does not need to reside in District 3.  The Board of Supervisors changed the residency requirement to ensure the appointment of qualified members, having “expertise in aviation”.

 

FINANCIAL IMPACT:

 

None.

 

ALTERNATIVES:

 

The Board can choose not to appoint Bill Seiden to the Airport Land Use Commission. This is not recommended as he is well qualified and has a desire to serve Solano County and the aviation community in this capacity.

County Counsel and Resource Management.
