DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board of Supervisors consider adopting a resolution of local support for the filing of an application through the Metropolitan Transportation Commission for $2,050,000 in Priority Conservation Area federal funding and for $1,500,000 in federal Surface Transportation Program (STP) funding for the Abernathy Road, Mankas Corners Road, Midway Road, and Suisun Valley Road Improvements.

 

SUMMARY:

 

As part of the One Bay Area Grant 2 federal cycle funding, the Metropolitan Transportation Commission (MTC) is allocating Priority Conservation Area funds specifically for the north bay counties. Solano County’s planned improvements to Abernathy Road, Mankas Corners Road, and Suisun Valley Road are eligible for $2,050,000 in discretionary regional federal funds for Priority Conservation Areas and $1,000,000 in STP/FAS funds.  The Department is planning to use the remaining $500,000 for surface treatment improvements to Midway Road, which is eligible for federal STP/FAS funds. 

 

For MTC to allocate these funds, the County must submit a resolution of local support to MTC (A - Resolution). The Department of Resource Management recommends that the Board of Supervisors consider adopting the resolution acknowledging the County’s support for these federal funds.   

 

FINANCIAL IMPACT:

 

The $3,550,000 in total federal funds will be matched with $460,000 in new SB 1 and Road Fund monies.  There is no impact to the General Fund.

 

DISCUSSION:

 

Through the joint efforts of Supervisor Spering, the other north bay commissioners, and the Solano Transportation Authority, MTC agreed to make the Priority Conservation Area Program (PCA) permanent and provide dedicated funding to the north bay counties. Solano County receives $2,050,000 by share in this process.

 

The Department worked in the first round of OBAG to obtain PCA federal funds to environmentally clear the whole area of the County’s PCA, and begin Phase 1 construction in the Mankas Corners area.  That phase of work is nearly complete.  The next phase will consist of adding shoulders and bicycles lanes to 1.6 miles of Abernathy Road, 2.4 miles of Suisun Valley Road, and 0.6 miles of Mankas Corners Road (to Fairfield city limit).  The Department estimates the cost of that work to be $3,445,000, which can be funded with the mix of PCA and STP funds from OBAG 2.  The remaining $500,000 in STP funds will be used on surface treatment improvements on Midway Road.

 

ALTERNATIVES:

 

The Board could choose to not adopt the resolution. This is not recommended as the County has already environmentally cleared the County’s Priority Conseration Area, and is seeking funds to complete construction. These regional funds help further these improvements which are included in the Capital Improvement Plan.
