DEPARTMENTAL RECOMMENDATION:

The Department of General Services recommends that the Board of Supervisors:

1. Approve an Eligibility Renewal Application for the State and Federal Surplus Personal Property Program;

2. Adopt a resolution authorizing designated County representatives to acquire surplus property through the California State Agency for Surplus Property;

3. Approve the certification for County covered transactions; and

4. Execute Assurance of Compliance with GSA Regulations.

SUMMARY/DISCUSSION:

The State of California Office of Surplus Property Reutilization (OSPR) is responsible for the allocation of Federal surplus personal property through the State and Federal Surplus Personal Property Program. The program determines an organization's eligibility to receive surplus personal property based on federal government guidelines. Participating agencies are required to renew applications every three years. Approval to renew Solano County's application was last approved by the Board in September 2014.

The surplus program has been used in the past to acquire items such as radio equipment, vehicles, and disaster relief supplies. Upon renewal of the application, the County will be eligible to participate in the State and Federal Surplus Personal Property Program.
