DEPARTMENTAL RECOMMENDATION:

It is recommended that the Board approve the appointments of Terrance C. Connolly, Kevin Chesbro, Todd Cerini and William Walsh as Trustees of Reclamation District No. 2129 for terms to expire at noon on December 3, 2021.

SUMMARY/DISCUSSION:

A reclamation district is governed by a board of trustees, composed of either landowners or their legal representatives in a district. A district is required to hold an election on the first Tuesday following the first Monday in November in odd-numbered years and to solicit nominees for the trustee positions by publishing a notice in a local newspaper under Water Code sections 50730 and 50731.5, respectively. If no nominations are received, Water Code section 50741 mandates that the Board of Supervisors appoint any qualified person.

Reclamation District No. 2129 ("District") published the Section 50731.5 notice. It received no nominations for the trustee positions. Accordingly, the District's Board of Trustees requests that the Board appoint Terrance C. Connolly, Kevin Chesbro, Todd Cerini and William Walsh as Trustees for terms to expire at noon on December 3, 2021.

Attached is Trustee/Secretary Terrance C. Connolly's letter requesting the appointment of the four qualified persons to the District's Board of Trustees.

FINANCIAL IMPACT:

There is no cost to the County involved in making these appointments.

ALTERNATIVES:

The Board could choose not to make this appointment. This option is not recommended as the proposed Trustees are qualified and no election is warranted.

OTHER AGENCY INVOLVEMENT:

Reclamation District No.2129 requested the appointments.
