DEPARTMENTAL RECOMMENDATION:
First 5 Solano/County Administrator’s Office recommends the Board of Supervisors:
1. Approve the Solano Children’s Alliance (SCA) updated bylaws;
2. Approve the reappointments of:
a. Pam Posehn
b. Gloria Diaz
c. Candy Pierce
d. Zoee Bartholomew;
3. Approve the reappointments of alternates:
a. Rachel Rico (alternate for Pam Posehn)
b. Ana Isabel Montano (alternate for Gloria Diaz)
c. Cynthia Wojan (alternate for Candy Pierce)
d. Kathy Lago (alternate for Zoee Bartholomew); and
4. Approve appointment of alternate:
a. Paul Cecchettini (alternate for Maria Vicondoa)
SUMMARY:
In a recent review of the SCA bylaws, two areas under Article V. Membership were recommended by the SCA for updating and clarification: language was proposed to reflect new terms for membership appointment and reappointment; and changes were proposed to clarify alternates’ termination dates (Attachment A).
In addition, this item brings forward several member appointments/reappointments and alternates for the Board’s consideration.

There is no financial impact associated with this resolution.
DISCUSSION:
Bylaws
The SCA is requesting revision to two areas under Article V. Membership. The first proposed revision is to the terms of membership. Current bylaws limit membership to two year terms, not to exceed three consecutive terms. The Alliance is recommending that members be appointed for four years with terms renewable at the request of the Alliance with Board approval. This revision would allow continued participation and maintain strong representation by members.
The second revision clarifies terms of alternates. Currently, the bylaws state that designated alternates serve for a period of two years. The recommended revision modifies the alternate’s term to coincide with the termination date of the primary Alliance member.
The Solano Children’s Alliance reviewed and recommended adoption of the revised bylaws on December 6, 2017.
Appointments:
The Alliance consists of 20 voting members recommended by the Alliance Executive Committee and appointed by the Board of Supervisors. This agenda item brings forward four member reappointments as recommended by the SCA Executive Committee pursuant to the revised bylaws:
• Reappoint Pam Posehn to the membership category of Local Child Serving Public Agency
• Reappoint Gloria Diaz to the membership category of Local Law Enforcement
• Reappoint Candy Pierce to the membership category of Representative of Juvenile Justice Services
• Reappoint Zoee Bartholomew to the membership category of Child Care R&R or Child Care Planning Council
This item also brings forward five appointments/reappointments of alternates pursuant to the revised bylaws. The proposed alternates and their membership categories are:
• Reappoint Rachel Rico for category of Local Child Serving Public Agency
• Reappoint Ana Isabel Montano for category of Local Law Enforcement
• Reappoint Cynthia Wojan for category of Representative of Juvenile Justice Services
• Reappoint Kathy Lago for category of Child Care R&R or Child Care Planning Council
• Appoint Paul Cecchettini for category of Community Based Organization that Provides Services to Families and Youth
The proposed appointment/reappointments and alternates are included in the Proposed Membership Roster (Attachment B).
ALTERNATIVES:
The Board could choose not to approve the revised SCA bylaws and the appointments/reappointments of members and/or alternates. This is not recommended as each request will assist the Alliance in conducting its responsibility to support children’s issues in Solano County.
OTHER AGENCY INVOLVEMENT:
The membership appointments and alternates have been reviewed and recommended by the Executive Committee of the SCA. The revised SCA bylaws have been recommended by the SCA and reviewed by County Counsel.
