DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services Department (H&SS) recommends that the Board approve an Appropriation Transfer Request (ATR) of $275,630 recognizing unanticipated revenue for Fiscal Year 2017/18 for the Oral Health Program funded by the California Healthcare, Research and Prevention Tobacco Tax Act of 2016 and overseen by the California Department of Public Health to address education and prevention of dental diseases (4/5 vote required).

 

SUMMARY:

 

In 2016, Proposition 56 was approved by California voters increasing the tobacco tax by $2.00/pack and providing a funding stream for prevention and treatment of dental diseases (among other services). As a result of this new funding stream, the Department budgeted $50,000 in the FY2017/18 Budget. However, the actual amount of the award to be received is $225,630 per year and each of the next four years to create and expand an oral health program at the local level. The five-year agreement with the California Department of Public Health totals $1,128,150 for the current period through June 30, 2022.

 

The ATR will reduce the budgeted amount of $50,000 in the Health Education program budget and increase the Oral Health program budget by $225,630 so the new award is correctly reflected in the H&SS budget. Funding will be used to address education and prevention of dental diseases.

 

FINANCIAL IMPACT:

 

Through the California Healthcare, Research and Prevention Tobacco Tax Act of 2016, the California Department of Public Health will provide Solano County Health & Social Services, Solano Public Health $225,630 per year this Fiscal Year and each of the next four years to create and expand an oral health program at the local level for a total of $1,128,150 over five years. There is no additional financial impact to the County General fund.

 

DISCUSSION:

 

On the November 2016 ballot, California voters approved Proposition 56, which increases cigarette tax by $2.00 per pack and other tobacco products and electronic cigarettes containing nicotine. Approximately $1 billion in annual revenue from Proposition 56 will fund physician training; prevention and treatment of dental diseases; Medi-Cal; tobacco-use prevention; research into cancer, heart and lung diseases; and other tobacco-related diseases and school programs focusing on tobacco-use prevention reduction. Some of the Proposition 56 funds will also be directed to Local Health Jurisdictions to implement an Oral Health Program.

 

Annually, Solano Public Health will receive $225,630 per year for each of the five years totaling $1,128,150 from the California Department of Public Health. The objectives for Solano’s Oral Health Program include planning; convening; educating about and preventing oral disease; and providing linkages to treatment, case management and surveillance programs. The priority population for the Oral Health Program is underserved areas and populations.

 

Solano Public Health has already convened a diverse group of community stakeholders to advise and focus on project implementation. In Fiscal Year 2017/18, Solano Public Health will work with key stakeholders to develop an oral health assessment and a community health improvement plan for oral health education and prevention issues. Key strategies to implement at the local level will utilize partnerships with local schools, Child Start, and state preschools.

 

Through the collaborative process of developing the oral health assessment and community health improvement plan, Solano Public Health and the community will develop performance measures to monitor the success for the Oral Health Program in Solano County. These performance measures will be shared on a regular basis with key stakeholders, collaborative partners, and the California Department of Public Health. Also, the data will provide a dashboard for the Oral Health Program to use and guide the implementation of the work.

 

ALTERNATIVES:

 

The Board may choose not to approve the Appropriation Transfer Request of $275,630 for Fiscal Year 2017/18. This is not recommended because it would prevent the creation and enhancement of a local oral health program to address education and prevention of dental diseases.

 

OTHER AGENCY INVOLVEMENT:

 

Solano County Health & Social Services worked with many agencies and community based organizations to develop the contract with the CDPH.
