DEPARTMENTAL RECOMMENDATION:

 

The Department of Health & Social Services (H&SS) recommends that the Board approve an Appropriation Transfer Request (ATR) of $25,000 recognizing unanticipated revenue for FY2017/18 from the California Department of Public Health (CDPH) to support the Adolescent Family Life Program (AFLP) (4/5 vote required).

 

SUMMARY:

 

Solano County Health & Social Services, through Planned Parenthood Northern California, has successfully implemented the AFLP for more than 25 years. AFLP addresses the social, medical, educational, and economic consequences of adolescent pregnancy by establishing local networks and case management services with the goal of improving the health of pregnant and parenting teens. In January 2017, the CDPH announced a new competitive application process for AFLP funding with different requirements and agency/project qualifications. Solano County applied for, and was granted, $516,003 for the term July 1, 2017 through June 30, 2020, or $172,001 for each of the three-year agreement. In January 2018, the CDPH notified H&SS of additional funding of $25,000 to be awarded which, per State regulations, must be expended in FY2017/18. The requested ATR to support the ALFP will provide an opportunity to expand case management services to pregnant and parenting teens in Solano County.

 

FINANCIAL IMPACT:

 

For Fiscal Year 2017/18, the CDPH will provide Solano County an additional $25,000 for the Adolescent Family Life Program. There is no additional financial impact to the County General Fund.

 

DISCUSSION:

 

The AFLP was established in 1985 and authorized by legislation in 1988. For more than twenty-five years, local AFLP providers have provided case management services that promote the health and well-being of expectant and parenting youth in diverse settings throughout California. Over the last five years, local AFLP providers have contributed to the development, implementation, and evaluation of a strength-based, evidence-informed model for AFLP, known as the Positive Youth Development (PYD) Model. In January 2017, the CDPH released a Request for Applications (RFA) to solicit competitive applications from eligible organizations for funding to administer the AFLP and implement the evidence-informed PYD model to support expectant and parenting youth in California. Solano County applied for, and was granted, a three-year allocation award of $516,003 for the term July 1, 2017 through June 30, 2020. Due to increased federal funding, CDPH increased the grant awarded by $25,000 for a total award amount of $197,001 which must be fully expended in FY2017/18.

 

The AFLP has demonstrated long-term capacity to implement interventions and in the most recent state evaluation for program data during 2005-2010, youth enrolled in the Solano County AFLP showed higher rates of entry into first trimester care and lower low birth weight rates compared to all county teens, and lower repeat birth rates compared to the California AFLP program. AFLP program success is measured utilizing comprehensive baseline and ongoing assessment tools in addition to a Youth Resiliency Survey for improvements in areas relating to the specified goals aforementioned. In 2017, the State of California redefined program goals to include: increasing access to and utilization of needed services; increasing social and emotional support and build resiliency; increasing educational attainment and employability; and, improving pregnancy planning and spacing.

 

This additional grant award of $25,000 will be utilized for program outreach and a public awareness campaign; concrete supports for participants including stipends for housing, food and education; and professional development and travel for staff. Planned Parenthood Northern California, the sub-contractor for the Adolescent Family Life Program, will also receive additional funds to serve pregnant/expectant and parenting adolescents in Solano County.

 

ALTERNATIVES:

 

The Board may choose not to approve Appropriation Transfer Request to support the AFLP. This is not recommended because it provides an opportunity to expand case management services to pregnant and parenting teens.

 

OTHER AGENCY INVOLVEMENT:

 

Solano County Health & Social Services worked with the County Administrator’s Office and County Counsel to develop the contract amendment with the CDPH. Additionally, the Department also worked with Planned Parenthood Northern California to revise the Scope of Work and other key stakeholders working on issues related to pregnant and parenting teens.
