DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board of Supervisors:

 

1.                     Authorize the Director of Resource Management to solicit bids, award, and execute up to $8,038,000 for various Public Works construction contracts for the 2018 construction season; and

 

2.                     Authorize the Director of Resource Management to execute up to $60,000 in additional change order work for the Mankas Corners Improvement Project; and

 

3.                     Authorize the Director of Resource Management to award and execute up to $515,000 for environmental services, structural engineering, and construction engineering support contracts for Public Works projects through 2019.

 

SUMMARY:

 

The Department of Resource Management (DRM) has been working on the following projects which will be constructed/worked on in 2018:

 

1.                     FEMA Permanent Repair Project, with a project cost of $1,600,000;

2.                     Hay/Hawkins Road Improvement Project with a project cost of $2,600,000;

3.                     HSIP 8 Guardrail Project, with a project cost of $500,000;

4.                     HSIP 8 Striping Project, with a project cost of $1,750,000;

5.                     Cordelia Hills Sky Valley Improvements, with a project cost of $338,000;

6.                     On-Call Guardrail Repair Project, with a project cost of $200,000;

7.                     Rubberized Surfacing Project 2018, with a project cost of $1,050,000;

 

Due to delays created by the discovery of an unanticipated water line owned by Solano Irrigation District, paving for the approach sections have been delayed on the Mankas Corners Improvement Project.  These delays have increased the costs to the contractor for apportioning this work, which require up to $60,000 in change order authority.

 

In addition, DRM will need consultant assistance to deliver various phases of the projects above as well as those anticipated in 2019:

 

1.                     Construction Engineering Support Services, with a contract cost of $200,000

2.                     Environmental Services, with a contract cost of $165,000

3.                     Structural Engineering, with a contract cost of $150,000

 

Each contract will be bid and/or solicited separately.  With the Board’s authorization, the DRM will solicit the bids and proposals, execute the change order(s), and award and execute contracts with the lowest responsible bidder and/or the best evaluated proposer.

 

FINANCIAL IMPACT:

 

The $8,613,000 in total contract costs will be reimbursed with $1,530,000 in FEMA reimbursements, $2,385,000 in federal funds (Highway Safety Improvement Program, Surface Transportation Program, and Highway Bridge Program funds), $2,100,000 from the Public Works Improvement Trust Fund for road damage impact fees from Recology Hay Road Landfill (share of Hay Road costs), $338,000 from the Solano Land Trust, $60,000 from Solano Irrigation District, and approximately $100,000 in insurance claim reimbursement for damaged guardrail. 

 

The remainder $2,020,000 will come from SB 1/Gas Tax funds paid from the Road Fund as local match costs.  There is also $70,000 from the County’s Disaster Mitigation Fund (General Fund) that is anticipated as unreimbursed local match for the FEMA project.

 

DISCUSSION:

 

The project work to be undertaken this construction season includes a mix of storm damage repairs from the 2017 FEMA declared storm disaster, shoulder and pavement improvements near the Recology Hay Road Landfill, striping and guardrail repairs and improvements countywide, as well as basic pavement maintenance.

 

Descriptions of the individual projects are as follows:

 

FEMA Permanent Repair Project

The project will reconstruct slope failures on Cantelow Road, Gates Canyon Road, Mix Canyon Road, and Steiger Hill Road.  It will also include a metal bridge addition to Gates Canyon Road where the slope cannot be safely rebuilt.

 

Hay/Hawkins Road Improvement Project

The project will widen the shoulders and improve the road surfaces of these roads where truck hauling has significantly damaged the road base and surface pavements.

 

Cordelia Hills Sky Valley Improvements

The project will improve access to the open space parcel abutting Lynch Canyon, and includes driveway improvements, parking, gates, and pedestrian trail improvements.  The project facilitates the agreement between the County and the Solano Land Trust to acquire and improve the parcel for open space access.  The Solano Land Trust will be reimbursing the County for all costs of construction.

 

On-Call Guardrail Repair Project

The project will rehabilitate and replace guardrail at various locations which has been damaged from traffic accidents.  DRM receives some funding reimbursement from insurance companies where accident reports are generated for identification of the responsible parties.

 

HSIP 8 Guardrail Project

The project will replace aged guardrail at approximately 22 locations using federal safety grant funds.

 

HSIP 8 Striping Project

The project will place new high visibility thermoplastic striping on approximately 140 miles of county roads using federal safety grant funds.

 

Rubberized Surfacing Project 2018

The project will place rubberized chipseal over the distressed pavement in the Green Valley lowlands area. Microsurfacing will be placed over the chipseal to retain the aggregates and provide a smoother surface.

 

Mankas Corners Improvement Project

During construction, the County’s contractor encountered an unanticipated water line that is owned by the Solano Irrigation District (SID).  The water line must be replaced due to its age, as well as relocated in some locations. The County’s contractor avoided the water line locations, but must return and finish the shoulder widening and paving to complete the project.  SID is working on contracting the water line fix this summer, and the County’s contractor will follow with paving.  SID will be paying all costs for this delay.

 

The construction engineering support service contract will provide construction inspection, material testing, specification writing, and constructability reviews.  The environmental consultant service contract will support the delivery of these projects, which includes pre-construction biological surveys, construction monitoring, and environmental permit assistance.  The structural engineering service contract will provide structural design assistance, structural oversight reviews, and engineering cost estimates.

 

These projects are included in the latest Public Works Capital Improvement Plan approved by the Board on September 12, 2017.

 

ALTERNATIVES:

 

The Board may choose not to authorize the award or execution of contracts/change orders for these projects. This is not recommended, as the contracts are necessary to propel and complete these projects as laid out in the Capital Improvement Plan.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this item as to form, and will review and approve the contracts and contract amendments prior to execution.
