DEPARTMENTAL RECOMMENDATION:

The Department of Health and Social Services (H&SS) recommends that the Board adopt and present a resolution and plaque of appreciation honoring Kelli Sewell-Cavaness, Eligibility Benefits Specialist Supervisor, upon her retirement from the Employment & Eligibility Services (E&ES) Division with over 29 years of dedicated service to Solano County.

SUMMARY/DISCUSSION

Kelli Sewell-Cavaness began her career with Solano County on June 26, 1988 as an Eligibility Worker II for Health & Social Services, Employment & Eligibility Services Division assigned to the Medi-Cal Unit. Ms. Sewell-Cavaness was the first outstation worker stationed at Sutter Solano Hospital in 1989 where she provided outreach to individuals including initial processing of applications and providing information and referrals.

In 1994, Ms. Sewell-Cavaness promoted to Eligibility Worker Supervisor with her first assignment being the "On the Job" Training Supervisor. In 1997, Ms. Sewell-Cavaness was reassigned to supervise a Medi-Cal Unit in Fairfield. Since 2008, Ms. Sewell-Cavaness has provided supervision to the Fairfield Multi-Program Intake, a unit that processes and performs eligibility determination for Medi-Cal, CalFresh, and CalWORKs, core components that help support low-income, underserved residents meet basic needs such as food, employment, and health coverage.
