DEPARTMENTAL RECOMMENDATION:

 

Supervisor Vasquez requests that the Board of Supervisors authorize the County’s contribution of $5,000 from the General Fund contribution allocated to District 4 to benefit the Dixon Teen Center ($250), Dixon Future Farmers of America ($250), Dixon Lions Club ($350), Dixon Rotary ($250), Dixon Historical Society ($250), the Sudie M. Smith Scholarship ($250), Will C. Wood Wildcat Boosters ($250), Vacaville Heritage Council ($200), Buckingham Robotics Club ($250), Vacaville American Legion Auxiliary Girls State program ($250), Vacaville High School Robodogs Robotics Club ($250), Vacaville Museum ($500), the North Bay Stand down ($250), the Vacaville Boys and Girls Club ($250), Vacaville Art League ($200), and Vacaville’s Merriment on Main ($1,000).

 

SUMMARY/DISCUSSION:

 

Justification:

 

The groups identified by District 4 for its non-county contribution allocation of $5,000 are community non-profits or organizations who enrich their communities within Solano County either through educational programs or through community support.

 

Merriment on Main - $1,000:

 

Mission: To ensure that the Christmas holiday celebration established in 1983 known as Merriment on Main continues for the benefit of future generations and shall remain free to all who attend.

 

The non-profit which organizes and conducts the Vacaville Christmas tree lighting ceremony and events in Downtown Vacaville the Tuesday after Thanksgiving each year.

 

Vacaville Art League - $200:

 

VISION: The Vacaville Art League is a nonprofit organization dedicated to the development and promotion of the visual arts.

 

The League’s goals are to create an atmosphere that encourages community participation in the visual arts; to provide artists with exhibition space and opportunities to share and develop creative skills; and to stimulate and educate members of the community by bringing an awareness and appreciation of fine art through exhibitions, shows, workshops, classes, and demonstrations.

 

Vacaville Boys and Girls Club - $250:

 

Mission: To inspire and enable the youth of our community, especially those who need us most, to realize their full potential as productive, responsible, and caring citizens.

 

Vision: The Vacaville Neighborhood Boys & Girls Club is recognized as the PREMIER youth development organization in our community.

 

North Bay Stand-down - $250:

 

North Bay Stand Down has been assisting homeless and/or at-risk veterans since 2002 in the counties of Napa, Solano, Sonoma and Yolo, California.  They do not turn away veterans from other counties (Alameda, Contra Costa, Sacramento, San Francisco, etc.).  During this time, they have provided services to 2,710 veterans and hot meals, showers and sleeping bags to 304 family members.  Through 2016, 1,942 court cases have been adjudicated, 541 DMV ID cards issued, 29,800+ pieces of clothing and bedding have been issued, 23,400+ meals have been served and 7,960 volunteers have assisted veterans.   

 

Vacaville Museum - $500:

 

The Vacaville Museum, a Center for Solano County History, is the only institution whose mission includes cultural and historical preservation for all of Solano County. Through exhibits, publications and educational programs, the Museum continuously promotes the value of community heritage. Since 1984, Vacaville Museum has produced 40 exhibits, as well as numerous publications important to the history and sense of place of Solano County.

 

Vacaville High School Robo Dogs - $250:

 

The Vacaville High School Robotics Team is not only a group of students, but also a community of mentors, who represent Vacaville in the development of engineering and teamwork to complete a given task. Every year, they compete in the FIRST Robotics Competition, in which they are given six weeks to design, build, and program a robot to compete with and against other teams at a 3-day regional event.

 

Vacaville American Legion Auxiliary Girls State - $250:

 

The American Legion Auxiliary Department of California is a proud sponsor and administrator of the California Girls State program. Nearly 300 locally based Units work all year to raise money in order to provide scholarships to students to attend California Girls State. Local Units recruit from area high schools and select young women who are just completing their Junior year of high school to attend the week-long, summer session.

 

To provide an outstanding, unique and coveted educational opportunity for the young women of California that instills the basic ideals and principles of American government.

 

Buckingham Robotics Club - $250:

 

Purpose: To inspire interest in science and technology throughout Buckingham.

 

The mission of the robotics team is to promote expansion and awareness of the S.T.E.M. program, along with providing students with valuable life skills. They aim to provide students with exciting and engaging experiences within the S.T.E.M. fields, along with building skills such as self-confidence, communication, leadership, teamwork, and creative thinking.

 

Vacaville Heritage Council - $200:

 

The Vacaville Heritage Council, established in 1969, is a non-profit historical archives and research organization specializing in local Solano County History. Staffed by volunteers, the Vacaville Heritage Council preserves information of Solano County's past, specializing in Vacaville’s history. They work with historic documents, maps, and photographs. 

 

Will C. Wood Wildcat Boosters - $250:

 

Fundraising for Student Organizations and Individuals.

 

The Wildcat Booster Club has been supporting teachers, programs, organizations and students at Will C. Wood High School since 1996.

 

Sudie M. Smith Scholarship - $250:

 

For twenty years, the family of Sudie Smith has been providing scholarships to Armijo High School graduates entering the field of health care and medicine. Their mission is to provide charitable assistance and enrichment opportunities for youth pursuing a career in healthcare or medicine. They are committed to youth of Solano County by helping them reach their dreams and goals of higher education.

 

Dixon Historical Society - $250:

 

To protect, preserve, and promote the history of Dixon along with its pioneering families through exhibits, lectures, and events as well as research, publications, and educational activities. The Dixon Historical Society is a membership based organization that contributes time and financial support to collect, interpret, and sustain local history; ensuring a legacy that shall enrich the lives of present and future generations of Dixonites.

 

Dixon Rotary - $250:

 

The objective of Rotary is to encourage and foster the ideal of service as a basis of worthy enterprise and, in particular, to encourage and foster the development of acquaintance as an opportunity for service.

 

Dixon Lions Club - $350:

 

The Dixon Lions Club is a group of people who identify needs within our community and work together to fulfill those needs.

 

Dixon Future Farmers of America - $250:

 

FFA makes a positive difference in the lives of students by developing their potential for premier leadership, personal growth and career success through agricultural education. To accomplish its mission, FFA: Develops competent and assertive agricultural leadership.

 

FFA is the premier youth development organization for agricultural education students that provides life-changing experiences for its members. Those experiences are driven by a strong mission and a compelling vision.

 

Dixon Teen Center - $250:

 

The Dixon Teen Center is a place where teens find a place to belong, build relationships with trusted adults, and fortify stronger friendships with teens their age. Open six days a week, the Dixon Teen Center offers a myriad of educational and fun activities geared towards the betterment of youth with emphasis on Developmental Assets.

 

Guidelines for Grant Funding Requests:

 

During the 2017/18 Budget Hearings, the Board appropriated $25,000, $5,000 to each supervisorial district, to allow Board members to support community service programs.  The Board directed County Counsel to provide guidelines on how to recommend funding for qualifying agencies or programs.  The guidelines are as follows:

 

1)                     Each supervisor must submit the proposed expenditure to the County Counsel and the Auditor/Controller for initial review.

2)                     The Board must approve the expenditure by a majority vote.

3)                     The Board must determine that the expenditure is for a public purpose.

4)                     The Board may authorize an expenditure of public funds to a nonprofit organization so long as the County retains ultimate control over the exercise of judgment and discretion of the intended program.

5)                     To ensure accountability, all expenditures are subject to periodic audit by the Auditor/Controller; and

a)                      If the recipient provides an activity, program or service (“activity”), it shall provide an activity report within 30 days of the activity that states the number of persons attending (if applicable) or participating activities carried out, feedback from participants (if applicable) and benefits of the activity.  The recipient’s failure to provide a report may result in its being considered ineligible for future funding.

b)                     If the recipient is purchasing property or making improvements, it shall use the funds for only the specified purposes and allow representatives of the county to inspect and/or audit the purchase or the contractor’s performance, the facility or the portion improved with the funds and/or the records pertaining to the expenditures.  The recipient shall retain for inspection and audit purposes any and all books, receipts, documentation and other records of the expenditures for three (3) years from date of receiving funds.

 

FINANCIAL IMPACT:

 

This expenditure is included in the District 4 FY2017/18 Adopted Budget.

 

ALTERNATIVES:

 

The Board could choose not to authorize this expenditure.  However, this is not recommended as this item is consistent with Board policy.
