DEPARTMENTAL RECOMMENDATION:

 

The Sheriff recommends that the Board of Supervisors adopt and present a resolution and plaque of appreciation honoring Custody Lieutenant Roderick V. Marsh upon his retirement from the Sheriff’s Office with over 35 years of dedicated public service to Solano County.

 

SUMMARY/DISCUSSION:

 

Roderick V. Marsh began his service with the Sheriff’s Office as a Correctional Officer on November 16, 1982; working nearly every duty assignment and shift available at the following detention facilities; the (old) Fairfield Jail, the Vallejo Branch County Jail, the Clay Bank Jail, and the Justice Center Detention Facility.

 

Officer Marsh was selected as a member of the Transition Team for the construction of the Justice Center Detention Facility; after the facility opened in December 1989, the Custody Classification Unit was established and Officer Marsh was selected as the very first Classification Officer.

 

Officer Marsh was promoted to Sergeant-Corrections on November 11, 1990; during his tenure as Sergeant, he supervised staff at all available detention facilities on all shifts, to include but not limited to; Fairfield and Vallejo Court Holding, Scheduling, Classification, Receiving, Floor Sergeant, and the Jail Training Program.

 

Sergeant Marsh was promoted to Lieutenant-Corrections on December 2, 2007 and reclassified, with the addition of limited peace officer powers per 830.1(c) of the California Penal Code, to Custody Lieutenant on July 31, 2012.

 

Lt. Marsh was the Commander of the Justice Center Detention Facility and the Clay Bank Detention Facility and the Commander of the Custody Response Team.  During his tenure, Lt. Marsh exhibited great leadership skills.

 

Lt. Marsh was also the assistant director of the original Sheriff’s Office Peer Support Response & Debriefing Team, providing emotional support to employees dealing with difficult personal or work-related situations.

 

Roderick was a highly valued member of the Sheriff’s Office and will be greatly missed by his friends and coworkers. The resolution honors Roderick V. Marsh for his 35 years of service and commends his dedication and public service to Solano County. Lt. Marsh’s official last date of employment with the Sheriff’s Office was December 30, 2017.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item is nominal and absorbed by the department’s FY2017/18 Adopted Budget. The costs associated with preparation and purchase of the resolution materials and plaque are included in the Board’s FY2017/18 Adopted Budget.

 

ALTERNATIVES:

 

The Board may elect not to award the resolution and plaque of appreciation; however, this is not recommended, as this is an opportunity to honor Custody Lieutenant Roderick V. Marsh for his 35 years of dedicated public service to the Sheriff’s Office and the citizens of Solano County.
