DEPARTMENTAL RECOMMENDATION:

 

First 5 Solano/CAO recommends that the Board of Supervisors approve:

 

1.                     A three-year contract with Fairfield-Suisun Unified School District for up to $150,000 and a three-year contract with Vallejo City Unified School District for up to $90,000 for pre-kindergarten academy services for a term ending December 30, 2020

2.                     A one-year contract with Triple P America for up to $150,000 for a term ending June 30, 2019 for training and materials to implement the evidence-based Triple P-Positive Parenting Program

3.                     Authorize the County Administrator to sign all agreements and future amendments within budgeted appropriations.

 

SUMMARY:

 

Pre-kindergarten academies have been funded by First 5 Solano for the last 11 years, and support First 5 Solano’s mission and strategic plan Result Area #8, “Children have access to high quality early learning experiences in their community.” Pre-kindergarten academy sessions are designed to support school readiness and target entering kindergarteners who lack prior preschool experience. The two contracts for services outlined in this Board Item are with Fairfield-Suisun Unified School District to provide five pre-kindergarten academy sessions and Vallejo City Unified School District to provide three pre-kindergarten academy sessions annually over summers 2018-2020.

 

In addition, this item brings forward a contract with Triple P America to provide training and materials for community providers in the evidence-based Triple P-Positive Parenting Program. Triple P is a suite of parent education interventions from light touch workshops which address common parenting challenges to intensive services for high-risk families. Outcomes of Triple P include improved child and parental mental health, improved child behavior, and decreased child welfare involvement.

 

FINANCIAL IMPACT:

 

Funding for these contracts has been approved by the First 5 Solano Commission and is included in the FY2018/19 Requested Budget. First 5 Solano is funded by "Proposition 10" tobacco tax revenues. The Triple P America contract also contains funding from Mental Health Services Act Prevention and Early Intervention which is administered by First 5 Solano via a Memorandum of Understanding with Health & Social Services. There is no impact the County General Fund.

 

DISCUSSION:

 

The First 5 Solano Children and Families Commission is dedicated to promoting, supporting, and improving early childhood development by fostering and partnering with community resources and programs that support healthy children, families, and community. To achieve these goals, the Commission uses a community-driven strategic planning process to develop its priorities, goals, results expected, and program or initiative areas to be funded. The Commission also relies on its Long Term Financial Plan and Program Investment Plan to allocate funds and establish services.

 

In January 2018, First 5 Solano issued a competitive solicitation for pre-kindergarten academy services. The solicitation made available up to $200,000 per year for three fiscal years (total of $600,000) to provide pre-kindergarten academies across the county. The program allows for up to $10,000 per classroom for four weeks of high-quality, developmentally appropriate early childhood learning sessions to support school readiness for incoming kindergarteners. The program targets children who lack prior preschool experience, are English language learners, or are considered “high risk” due to other factors, such as poverty or special needs.

 

In April 2018, the First 5 Solano Commission approved three fiscal years of funding totaling $598,992 for 20 pre-kindergarten academy classrooms annually throughout the County during summers 2018-2020. The contracts presented for Board approval are for up to $150,000 for Fairfield-Suisun Unified School District to provide five pre-kindergarten academy sessions annually and $90,000 for Vallejo City Unified School District to provide three pre-kindergarten academy sessions annually. The remaining pre-kindergarten academy service contracts are forthcoming or are in amounts delegated to the County Administrator for signature.

 

In addition to pre-kindergarten academies, this item brings forward a contract with Triple P America. During the 2017 planning process for the Commission’s 2018-2023 Program Investment Plan, the Commission shifted funding under their early childhood mental health and family support initiatives to support the evidence-based Triple P parent education program. The program will provide countywide parent education services through community providers that were selected through a competitive solicitation. Practitioners will be trained by Triple P America and become accredited to deliver the services. In addition, Triple P America materials, including tip sheets and workbooks will be used during parent education sessions.

 

ALTERNATIVES:

 

The Board could request clarification or remand these contracts back to First 5 Solano for revision. This is not recommended because this will result in the delay of services for families and children.

These contracts have been approved by County Counsel.
