DEPARTMENTAL RECOMMENDATION:

 

The Sheriff recommends that the Board of Supervisors:

 

1.                     Approve an agreement with the City and County of San Francisco to receive $55,491 in accordance with the Department of Homeland Security Urban Area Security Initiative for the period of November 1,2018 through February 28, 2020; and

 

2.                     Authorize the County Administrator to execute the agreement;

 

3.                     Approve an Appropriations Transfer Request of $55,491 to recognize unanticipated grant revenue and related appropriations to enhance the ability to prevent, protect, respond to and recover from terrorist activity in the Solano Operational Area (4/5 vote required);

 

4.                     Approve fixed asset purchases totaling $55,491 for a forward-looking infrared (FLIR) camera system and a centrifuge; and

 

5.                     Adopt a resolution under the 2018 Urban Area Security initiative authorizing the Sheriff and his designees to take the action necessary to accept and administer this grant and to sign associated modifications, contracts and reimbursement forms.

 

SUMMARY:

 

The City and County of San Francisco (San Francisco), as the fiscal agency for the San Francisco, San Jose and Oakland Urban Area Security Initiative (UASI) group, invited UASI group members to submit sub-grant proposals. To enhance Solano County Operational Area’s ability to prevent, protect, respond to and recover from terrorist activity the Solano members identified the need to purchase a forward-looking infrared camera system for the 28-foot landing craft, referred to as M90, to enhance the vessel’s capabilities at night. Solano members also identified the need to purchase a centrifuge for the Solano Public Health Laboratory for bioterrorism response. The Solano Operational Area consists of the County and all of its cities. After review of submissions, San Francisco notified Solano County that the County’s proposal to purchase and install a forward-looking infrared camera system and a centrifuge was accepted.  Execution of the sub-grant agreement is necessary to secure $55,491 in 2018 UASI funds.

 

FINANCIAL IMPACT:

 

In FY2018/19 Solano County will receive and administer $55,491 in federal funds, passed through San Francisco, on behalf of the Solano Operational Area. The UASI program does not include a match provision. Grant funds made available are sufficient to purchase and install a forward-looking infrared camera system and a centrifuge. The Appropriations Transfer Request will increase appropriations by $55,491 to enhance the Solano Operational Area’s response to terrorism. The new appropriations are entirely offset with unanticipated UASI grant revenue. Therefore, Board approval will not impact the County General Fund.

 

The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2018/19 Working Budget.  Project expenditures may be reimbursed as they are incurred or reimbursed on a quarterly basis by San Francisco and will not significantly impact the County’s cash flow.

 

DISCUSSION:

 

UASI is one program under the Homeland Security Grant Program to enhance regional preparedness in major metropolitan areas throughout the U.S. The UASI program directly supports expanding regional collaboration and is meant to assist participants in their creation of regional systems for prevention, protection, response, and recovery. The San Francisco Bay has been designated as one of the ten high-risk areas (Tier 1) in the U.S. As a surrounding county, Solano County is included as a Bay Area UASI regional partner and is eligible to receive funds under this program. M90 is a Port Security Grant funded vessel capable of operating in the San Francisco Bay and the shallow areas of the Delta. It was initially purchased to enhance Rad/Nuc detection capability in the San Francisco sector. Night vision provided by the addition of FLIR would enhance this capability by allowing operation at night and in low visibility. M90 also serves as a dive recovery platform, first responder transport, and Port Security vessel capable of transporting over 3,000 pounds of equipment and personnel. Without FLIR, it is limited to night operations with unlimited visibility conditions only.

 

In addition, the Napa-Solano-Yolo-Marin County Public Health Laboratory is requesting to purchase a new, refrigerated floor-standing centrifuge necessary to continue providing bioterrorism response testing services. The centrifuge is needed for environmental and clinical response, to concentrate and/or separate specimens of 15-50 ml, to improve test sensitivity. The Napa-Solano-Yolo-Marin County Public Health Laboratory currently has two obsolete centrifuges that can no longer be repaired.

 

The grant applications were submitted and will be administered by the Office of Emergency Services and the Napa-Solano-Yolo-Marin County Public Health Laboratory.

ALTERNATIVES:

 

The Board can choose not to authorize signature and execution of the agreement; however, this alternative is not recommended as it may negatively impact the County’s capability to respond to emergencies and disasters. Additionally, this alternative is not fiscally prudent as it may affect the Solano Operational Area from receiving future grant funds from San Francisco and funds may be redistributed to other UASI partners and without these funds, the Sheriff’s Office and Public Health Laboratory do not have sufficient appropriation to fund the 2018 projects.

 

OTHER AGENCY INVOLVEMENT:

 

The City and County of San Francisco is the grantor entity of the UASI funds and has prepared the grant agreement. County Counsel has reviewed and approved the agreement as to form.
