DEPARTMENTAL RECOMMENDATION:

 

The District Attorney's Office recommends that the Board of Supervisors:

 

1.                     Adopt a resolution authorizing the District Attorney to execute a revenue contract with the State of California Victim Compensation Board (VCB) to fund victim restitution services in the amount of $226,758 for the period of July 1, 2019 through June 30, 2022; and

 

2.                     Authorize the District Attorney to execute contract extensions or amendments directly related to ongoing contract activities and within budgeted appropriations.

 

SUMMARY/DISCUSSION:

 

The Solano County District Attorney’s Office has participated in the State of California’s program to assist victims of crimes in obtaining information and making dispositional information available to the State Board of Control, Victim Compensation Board since 1996. The program funding allows the District Attorney to fund 80% of a full-time Paralegal position to assist prosecuting attorneys to ensure expedited payments of restitution to victims. The existing contract approved by the Board of Supervisors on September 26, 2017 expires on June 30, 2019.

 

The State Board has agreed to provide a total of $226,758, or $75,586 annually, in funding to continue this program for the period of July 1, 2019 through June 30, 2022.  Approval of the attached resolution will allow the District Attorney to continue participating in this long-standing program and to approve renewals, extensions and amendments through June 30, 2022.

 

FINANCIAL IMPACT:

 

The VCB revenue contract provides $226,758 over a three-year period. The FY2019/20 Recommended Budget includes the annual cost of the full time Paralegal, including salary and all benefits of $93,515. The estimated revenues of $75,586 for FY2019/20 from this State Revenue contract are included in the Department’s FY2019/20 Recommended Budget. The $17,929 difference is funded by the General Fund and is also included in the Department’s FY2019/20 Recommended Budget.

 

ALTERNATIVES:

 

The Board may choose not to adopt the resolution. This would result in the loss of $75,586 in revenue for FY2019/20 and require either a replacement funding source for the lost grant funds or a reduction in staffing, and a reduction in services provided. The Solano County District Attorney’s Office would not be able to continue the services provided by this program to the victims of crimes in Solano County should grant funds not be received from the State for this program.
