DEPARTMENTAL RECOMMENDATION:
The Sheriff recommends that the Board of Supervisors approve an Appropriations Transfer Request of $11,615 for indigent burial services (4/5 vote required).
SUMMARY/DISCUSSION:
Pursuant to section 27462 of the California Government Code, the County is responsible for the burial expenses when the deceased’s estate does not have sufficient property to pay the necessary expenses. The number of indigent burials has exceeded our estimates for the year. The Appropriations Transfer Request (ATR) is necessary to pay for the projected burial expenses through June 30, 2019.
FINANCIAL IMPACT:
The Indigent Burial & Veteran’s Cemetery care FY2018/19 Working Budget does not have sufficient appropriation to cover the anticipated increased number of indigent burials. Therefore, Board approval of the ATR associated with indigent burials is required, increasing appropriations by $11,615 and funded by savings in General Expenditures.
The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2018/19 Adopted Budget.
ALTERNATIVES:
The Board of Supervisors could choose not to approve the ATR; however, this alternative is not recommended as the County is required by State statute to bury indigent residents of the County and the County is responsible for the cost of burial.
