RECOMMENDATION:

Direct staff to implement the recommended measures

DISCUSSION:

Over the past several years, staff has experienced an increase in instances where local jurisdictions have overlooked the requirements of airport land use compatibility plans and procedures.

In addition, Federal, State and local agencies are engaged in the planning and development of ecosystem restoration and/or enhancement projects throughout the Delta. Indications are that these agencies are either unaware of, or are ignoring, the requirements of airport planning efforts with respect to wildlife conflicts with aircraft operations.

In some cases, these projects will be within the Wildlife Hazard areas of the Travis AFB or Rio Vista Airport. The Land Use Compatibility Plans for each airfield contain policies which address the compatibility of these land uses.

Recommended Measures
The following steps are recommended in order to encourage agencies to follow the plans and policies contained within the various Airport Land Use Compatibility Plans (ALUCP's):
1. General Compliance with ALUCP's.
a. Prepare and send notification to the cities and county that the Travis Plan and Rio Vista Plan have been updated and each agency is required to bring their general plan into compliance with these updated Land Use Compatibility Plans. The ALUC expects it will conduct further review of plan consistency following 180 days unless circumstances warrant sooner.
b. Organize a workshop for the cities and county to discuss ways of achieving compliance with the ALUCP's for the three airports.
2. Compliance with Wildlife Measures.
a. Prepare and send notification to federal, state and local agencies with involvement in planning and implementing ecosystem restoration or enhancement of the possible conflicts these projects may have with the airport plans in Solano Count...
